7 Each year in California, thousandsof students enroll in home Economics classes with teachers who are certified by t h eCalifornia Commission on Teacher Credentialing to teach those classes in public extent to which these students attain home Economics knowledge and skills dependssubstantially on the quality of the preparation of their teachers in home Economics a n don the teaching of home Commission is the agency of California government that certifies the competenceof teachers and other professionals who serve in the public schools. As a policymakingbody that establishes and maintains standards for the education profession in the state,the Commission is concerned about the quality and effectiveness of the preparation o fteachers and other school practitioners.

8 On behalf of students, the educationprofession, and the general public, the Commission's most important responsibility is t oestablish and implement strong, effective standards of quality for the preparation a n dassessment of future 1988 and 1992, the legislature and the governor enacted laws that strengthened t h eprofessional character of the Commission and enhanced its authority to establishrigorous standards for the preparation and assessment of prospective teachers. As aresult of these reform laws (Senate Bills 148 and 1422, Bergeson), a majority of t h eCommission members are professional educators, and the agency is responsible f o restablishing acceptable levels of quality in teacher preparation and acceptable levels o fcompetence in beginning teachers.

9 To implement the reform statutes, the Commissionis developing new standards and other policies collaboratively with representatives o fpostsecondary institutions and statewide leaders of the education ensure that future teachers of home Economics have the finest possible education,the Commission decided to establish a panel of experts to review recent developments i nhome Economics education and to recommend new standards for the academicpreparation of home Economics teachers in California. The Commission's executivedirector invited colleges, universities, professional organizations, school districts,county offices of education, and other state agencies to nominate distinguishedprofessionals to serve on this panel. After receiving nominations, the executivedirector appointed the home Economics Teacher Preparation and Assessment AdvisoryPanel (see page ii).

10 These twelve professionals were selected for their expertise i nhome Economics education, their effectiveness as teachers and professors of homeeconomics, and their leadership in the home Economics education field. The panel w a salso selected to represent the diversity of California educators and includes homeeconomics teachers as well as university professors. The panel met on severaloccasions during 1995 to discuss, draft, and develop the standards in this Handbook .
