1 Administration Department, St. John s Hospital HUMAN RESOURCES MANAGER GRADE viii February 2015 HUMAN RESOURCES MANAGER GRADE viii JOB DESCRIPTION Job Title: HUMAN RESOURCES MANAGER GRADE : Administration GRADE viii Reports To: Chief Executive The HUMAN RESOURCES MANAGER reports to the Chief Executive on all matters relating to the HUMAN RESOURCES function and is responsible for leading and managing the HUMAN resource function both on a day to day operational and ongoing strategic basis. Specifically, the post holder will be responsible for HUMAN RESOURCES planning, strategy development, policy development and implementation, legislation compliance, industrial/employee relations, medical manpower management, recruitment and selection, training and development, superannuation administration, occupational health and HUMAN RESOURCES administration.

2 The HUMAN RESOURCES MANAGER must ensure that the HUMAN RESOURCES Department operates to the highest standards and best practice and that St. Johns Hospital is fully compliant with legislative requirements at all times. General Duties & Responsibilities: Lead, manage and develop the HUMAN resource function within the Hospital Develop and implement HR Strategic and Operational Plans, as determined by the Chief Executive Attend and lead out if required on working groups and committees as determined by the Chief Executive Review and develop up to date HR policies and procedures and oversee implementation of and compliance with all such policies Support the Chief Executive.

3 Heads of Department and Line Managers through the development and implementation of best practice in all aspects of HUMAN RESOURCES Management Provide professional support and advice to all managers and staff in relation to HUMAN resource issues Monitor and advise strategically and operationally in relation to the management of the Hospitals employment ceiling and ensure that external reporting requirements are met Administration Department, St. John s Hospital HUMAN RESOURCES MANAGER GRADE viii February 2015 Oversee the provision of proper, timely and comprehensive staff induction In conjunction with Heads of Department and Line Managers, develop and implement effective methods for monitoring and managing absenteeism levels and ensure that internal and external reporting requirements are met Monitor annual and sick leave ensuring that policies, procedures and guidelines are being adhered to.

4 Report on lengthy periods of sick leave and arrange for independent medical examinations if necessary Manage the sick pay scheme Maintain open and professional communication processes with relevant trade union officials and staff representatives in a partnership approach, to ensure that employee relations are managed in an effective manner in the best interest of the Hospital. Ensure compliance with local and national agreements in relation to industrial/employee relations matters Implement the terms of national agreements and policies appropriate to the Hospital Research and prepare submissions for third party hearings such as Labour Court, Rights Commissioner and Conciliation Conferences Ensure that staff grievance and disciplinary matters are dealt with in accordance with the hospital s personnel policies and guidelines In consultation with medical staff.

5 Ensure that populated medical rosters are in place which meet appropriate staffing requirements and are compliant with regulations including the European Working Time Directive Development of systems, processes and procedures for Medical Manpower management in consultation with senior management Oversee the recruitment and selection function in accordance with relevant legislation and best practice to include advertising of vacant posts, preparation of recruitment documentation, management of and participation in selection processes, preparation and management of contracts and maintenance of recruitment competition files Ensure that all new employees are registered in the correct superannuation scheme, and that retirement benefit documentation is processed in a timely fashion Maintain personnel records for all staff in the hospital, as required and ensure the confidentiality of such records Administration Department, St.

6 John s Hospital HUMAN RESOURCES MANAGER GRADE viii February 2015 In consultation with the Occupational Health Nurse MANAGER manage and oversee the delivery of an effective Occupational Health service and staff assistance programmes within available RESOURCES Review the training and professional development needs of staff in line with service requirements to support the delivery of a high quality service to all patients Supervise the hospital s computerised HUMAN RESOURCES System Monitor pending retirements and any other matters affecting staffing levels Network with HR Managers from other voluntary hospitals and with the Health Service Executive (HSE)

7 For the purpose of benchmarking local initiatives with national initiatives in the area of HR and to anticipate trends and developments in HR in the healthcare sector and see the service implications for the hospital Represent the hospital at meetings with external agencies/bodies and develop effective professional relationships with colleagues in other hospitals and agencies as appropriate Any other duties which may be assigned from time to time This Job Description indicates the main responsibilities and duties of the post and is subject to review and amendment to meet the changing needs of the hospital
