1 Resolution NO. 150-ASeries of 2021 November 25, 2021 WHEREAS,Section15 ArticleIIofthe1987 ConstitutionstatesthattheStateshallprote ctandpromotetherighttohealthofthepeoplea ndinstillhealthconsciousnessamongthem;WH EREAS,Section2(b) ( )mandatestheInter-AgencyTaskForcefortheM anagementofEmergingInfectiousDiseases(IA TF)topreventand/orminimizetheentryofsusp ectedorconfirmedpatientswithemerginginfe ctiousdiseasesinto the country;WHEREAS,onSeptember10,2021, ( )furtherextendingtheperiodoftheStateofCa lamitythroughoutthePhilippinesuntilSepte mber 12, 2022, unless earlier lifted or extended as circumstances may warrant;WHEREAS,theDepartmentofHealth(DO H),theUniversityofthePhilippines-Philipp ineGenomeCenter(UP-PGC),andtheUniversity ofthePhilippines-NationalInstitutesofHea lth(UP-NIH) (Alpha), (Beta), (Gamma) ,UP-PGH, (Delta)variantthatwasfirstdetectedinIndi a;WHEREAS,thecontinuedimplementationofpr oactivemeasuresandrestrictionsmustbeputi nplacetoslowdownthesurgeinCOVID-19cases, stopfurtherspreadofvariants,buytime for the health system to cope, and to protect more ,THEREFORE,BEITRESOLVED,asitisherebyreso lved,thateffective1 December2021, ( ),asamended,shallbeallowedtoenterthePhil ippinesuntil15 December2021,subject to the following (6)monthsatthetimeofarrival,andwitharetu rn or outbound ticket to their country of origin or next country of ,theforeignnationalshouldhavestayedexclu sivelyin Green List countries/territories/jurisdictions for fourteen (14) IATF.
