1 Resolution NO. 155 Series of 2021 December 31, 2021 WHEREAS,Section15 ArticleIIofthe1987 ConstitutionstatesthattheStateshallprote ctandpromotetherighttohealthofthepeoplea ndinstillhealthconsciousnessamongthem;WH EREAS,Section2(b) ( )mandatestheInter-AgencyTaskForcefortheM anagementofEmergingInfectiousDiseases(IA TF)topreventand/orminimizetheentryofsusp ectedorconfirmedpatientswithemerginginfe ctiousdiseasesinto the country;WHEREAS,onSeptember10,2021, ( )furtherextendingtheperiodoftheStateofCa lamitythroughoutthePhilippinesuntilSepte mber 12, 2022, unless earlier lifted or extended as circumstances may warrant;WHEREAS,theDepartmentofHealth(DO H),theUniversityofthePhilippines-Philipp ineGenomeCenter(UP-PGC),andtheUniversity ofthePhilippines-NationalInstitutesofHea lth(UP-NIH) (Alpha), (Beta), (Gamma), and (Delta) variants of SARS-CoV-2 in the , , proactive measures and restrictions must be put in ,THEREFORE,BEITRESOLVED,asitisherebyreso lved,thatupontherecommendationsoftheDepa rtmentofHealthanditsTechnicalAdvisoryGro upandTaskForceon COVID-19 Variants, the IATF approves the ,thepertinentprovisionsoftheGuidelineson theNationwideImplementationofAlertLevelS ystemforCOVID-19 Responseshall be reiterated and implemented, as ,reasonablerestrictionsmaybeimposedbythe LGUs,whichshouldnot1bestricterasthosepre scribedunderhigheralertlevelsandsubjectt otheoversight,monitoring, (18)
2 Yearsofage,andthosebelongingtothevulnera blepopulation,shallbeallowedaccesstoobta inessentialgoodsandservices,orforworkinp ermittedindustriesandofficesinaccordance withexistinglaborlaws,rules, or vaccination ,orbeundertakeninareas classified under Alert Level 3 ,exceptthosepreviouslyapprovedbytheIATFa nd/ortheOfficeofthePresident; ,exceptthoseconductedunderabubble-typese tupasprovidedforunderrelevantguidelinesa doptedbytheIATF,GamesandAmusementBoard,a ndPhilippineSportsCommission,andapproved bytheLGUwheresuchgamesshall be held; , playroom, and kiddie rides; ,clubs,concerthalls,andtheaters; ,horseracing,cockfightingandoperationofc ockpits,lotteryandbettingshops,andotherg amingestablishmentsexceptasmaybeauthoriz edbytheIATF ortheOfficeofthePresident; ,oractivities,shallbeallowedtooperateorb eundertakenatamaximumof30%indoorvenuecap acityforfullyvaccinatedindividualsonlyan d50% , ,thatthereisnoobjection from the LGU where these activities may take ,incentives,conferences,andexhibitions(M ICE); ,weddingreceptions,engagementparties,wed dinganniversaries,debutandbirthdaypartie s,familyreunions,andbridalorbabyshowers; ,archives,museums,galleries,exhibits,par ks,plazas,publicgardens,scenic viewpoints or overlooks, and the like; parks or theme parks; ,billiardhalls,amusementarcades,bowlinga lleys,skatingrinks,archeryhalls, swimming pools, and similar venues; and movie houses; for technical-vocational education and training; ;gatheringsfornecrologicalservices,wakes ,inurnment,andfuneralsforthosewhodiedofc ausesotherthanCOVID-19andforthecremainso ftheCOVID-19 deceased; ,andspecialtyexaminationsauthorizedbythe IATF subjecttothehealthandsafety guidelines as approved by the IATF.
