1 1 of 86 Updated 09/01/2021 List of Rural Counties And Designated eligible census Tracts in metropolitan Counties Updated census 2010/0MB Bulletin No. 20-01 Beginning with FY 2022 grants, the Federal Office of Rural Health Policy (FORHP) has modified its list of areas eligible for Rural Health funding. In addition to all of the previous listings, 295 outlying Metro Counties are now considered fully Rural . As in prior years, all Counties that are not designated as parts of metropolitan Areas (MAs) by the Office of Management and Budget (OMB) are considered Rural . Any county that is not a part of a MA is considered Rural . Counties classified as Micropolitan are non- metropolitan and Rural . The original list of MAs based on the 2010 census was issued in 2013 and updates are available at the census webpage on metropolitan and Micropolitan areas. Due to the fact that entire Counties are designated as metropolitan when, in fact, large parts of many Counties may be Rural in nature, FORHP has used an alternative method of looking at sub-county units of these metropolitan Counties that would allow sections to be designated Rural .

2 The Goldsmith modification was originally developed and used to identify Rural census tracts in large metropolitan Counties . FORHP has funded the development of the Rural Urban Commuting Area Codes (RUCAs) with the Department of Agriculture s Economic Research Service (ERS) to designate " Rural " census tracts within MAs. census tracts with RUCA codes 4 through 10 are considered Rural for the purposes of Rural Health grants. While use of the RUCA codes has allowed identification of more than 2,000 Rural census tracts in metropolitan Counties , there are some that are extremely large where use of RUCA codes alone fails to account for distance to Services and sparse population. In response to these concerns, ORHP has also designated Rural census tracts with RUCA codes 2 or 3 that are at least 400 square miles in area with a population density of no more than 35 people. More information on RUCAs is available at the ERS webpage on Rural -Urban Commuting Area Codes On September 9, 2020, FORHP published a Notice in the Federal Register requesting public comment on a proposal to designate outlying metropolitan Counties that contain no Urbanized Area (UA) population as fully eligible for Rural Health grants.

3 On January 12, 2021, FORHP published a final Notice in the Federal Register implementing the modification as proposed to expand its list of Rural areas. In this update, FORHP will add outlying MA Counties that contain no UA population to the areas eligible for Rural Health grant programs. Counties that meet the criteria are noted in the following lists. To determine whether a county or a particular address is designated Rural , visit the webpage Rural Health Grants Eligibility Advisor. The Territories of the United States are included in these lists. Section I is a list of fully eligible Counties arranged by State. The entire area of these Counties is considered Rural with metropolitan Counties featured in Bold. Section II is a list of metropolitan Counties in which either have census Tracts that are considered Rural or are classed as completely Rural .
