The wide experience in the area has brought a fair amount of rationalization in the certification process. This has resulted in the formulation of Operation Manual for product certification prescribing rules and practices generally applicable to all products.

Still in view of widespread of certification operations, differences are found in application of these guidelines in BIS certification offices in different parts of the country. 4 Product Description: Low PRESSURE single or two-stage REGULATORS as well as automatic changeover device for use with liquefied petroleum gas cylinders used for various domestic and industrial purposes. This standard specifies materials, construction performance and testing requirements for low PRESSURE single or two-stage REGULATORS and automatic changeover devices for use with liquefied petroleum gas mixtures in vapor phase up to kN/m2 [50 gf/cm2 or 500 mm water column (WC)] outlet PRESSURE . This product comes under list of mandatory product and Regulatory Authority of this product is The Chief Controller of Explosive (CCoE), petroleum and Explosive Safety Organization under Ministry of Commerce & Industry. Being mandatory product, application is processed under normal process only.

5 After scrutinizing the application, the drawings of the product are forwarded to CCoE for their approval. CCoE scrutinize the drawings along with other administrative detail and adhoc permission is given for joint visit at firm s premise. During the joint visit by CCoE & BIS, the firm s manufacturing and testing capabilities are verified and firm are allowed to make a trail batch as per the approved drawing during which stage wise manufacturing and testing process is observed. From this lot, BIS draws samples along with the raw material samples which are sent for independent testing. The license is granted after the receipt of conforming test reports as well as permission of CCoE with approved drawing copy. 2. Check-list for submission of an application for grant of licence a) Completely filled BIS application form along with application fee. b) Document authenticating establishment of the firm, such as Registration by Company Registrar or State Authority or Memorandum of Article in case of Limited Company or Partnership Deed in case of Partnership Company. c) Necessary documentation for authentication of the premises of manufacture such as Certificates/documentary evidence from Registrar of Firm/Directorate of Industries/ Industries Centre/Gram Panchayat/Municipal Corporation/Local Body/Central Insecticides Board or Drug Controller/Pollution Control Board/ Sale deed indicating ownership of the premises by the applicant firm/ Applicant firm is having tenancy rights over the premises, the valid lease deed showing lawful occupancy of the firm over the premises.

9 Any other document like firm's registration with Sales Tax Authority, Central Excise Authority/Registrar of Societies, Electricity/water bills shall also be taken be additional documentation. d) SSI Certificate in case firm is small scale unit with indication of the description of the product. e) The details of quality control staff such as appointment letter, qualification certificate and experience in the relevant field satisfactorily described. f) Firm s premise location map, and the factory premise setup map which should be dimensional (as per CCoE requirement) g) Process description of manufacturing, assembly as well as testing, and flow chart depicting the above processes. h) List of raw material as per the BIS application proforma along with the TC of each raw material.
