Situation. Recent changes to the Marine Corps Physical Fitness Program and Marine Corps Body Composition and military Appearance Program necessitate changes to the PERFORMANCE EVALUATION SYSTEM (PES). 2. Mission. To clarify how changes to the above mentioned programs affect the PES, and provide specific instructions for reporting officials regarding those changes when preparing fitness reports. 3. Execution a. Remove pages 4-14 through 4-16 and replace with corresponding pages in the enclosure. b. Remove pages 4-42 through 4-44 and replace with pages 4-42 through 4-44a in the enclosure.

3 C. Remove page 5-1 and replace with corresponding page in the enclosure. d. Remove pages 5-4 through 5-12 and replace with corresponding pages in the enclosure. 4. Summary of Changes. This revision contains a number of changes. The major modifications to this Order are as follows: a. Chapter 4, paragraphs and Language has been added to address the new parameters for body fat standards, and identify applicable directed comments to be made by reporting officials . b. Chapter 5, paragraphs (6) and (1) & (2). Language has been added to clarify what circumstances do, or do not, constitute fitness reporting adversity regarding body fat percentage and assignments to the BCP or MAP programs. 5. 10 OBJECTIVES OF THE SYSTEM . For a credible and accurate recording of the history of an individual s PERFORMANCE , the PES must accomplish the following objectives: 1. Accurate Fitness Reports. The EVALUATION must: a. Reflect an assessment of PERFORMANCE of assigned duties and responsibilities against an understood set of requirements, individual capacity, and professional character. b. Center on individual PERFORMANCE during a designated period of observation. c. Report fact and the reporting official s objective judgments based on Marine Corps standards; not conjecture. d. Ensure narrative portions of the EVALUATION are clear in their meaning and free of ambiguities and innuendoes. 2. Preventing Inflation. Countering inflation begins with the reporting officials , specifically the RS and RO, who must accurately report a Marine s PERFORMANCE .
