6 2 Roll call of delegates 32 ANNA members were present at the MEETING and 14 additional members were represented through Powers of Attorney. This represented a attendance, sufficient to establish the necessary 3 Adoption of the agenda and appointment of vote tellers The ANNA Chairman informed the MEETING that under item Update on ISO discussions an overview would be given by Uwe Meyer (UM) on the results of the ISIN allocation fee questionnaire. A proposal by the ANNA Board on the ANNA Service Bureau Service Level License Agreement would be given by Martin Paladino (MP) as a sub-item under Info on EGM Brussels . With these additional items agreed, the agenda was adopted by the delegates. Vigdis Diesen (VD) and Dirk van Tongelen (DvT) agreed to be the vote tellers 4 Report from the Chairman of ANNA (see Appendix 1) DK presented an overview of activities by the ANNA Board since the last GENERAL MEETING in Luxembourg.

7 DK reminded the members of the framework for MEETING conduct and protocols as agreed in 2006 and presented in all meetings thereafter. The underlying message was that all ANNA delegates should feel involved, comfortable to speak on any topic and be supportive of all efforts undertaken by the association . Page 5 of 12 DK informed the members that the Feedback Form placed on each delegate s desk would give the Board important feedback on the content of the MEETING as well as on discussion items covered. This information would be used as a tool by the Board to improve the conduct and content of future meetings. DK gave an overview on the status of items outstanding from the last GENERAL MEETING in Luxembourg. The Chairman gave an overview of activities by the ANNA Board during Q3/Q4 2008 as follows: Two board meetings were held; Chairman and Marketing Director (Eliana Sanchez) participated in the latest ANNA WG2 MEETING y Board members also participated in several national and international industry events Key activities of the Board during this period were outlined as follows: Continued promotion of the adoption and use of ISINs for Options and Futures Review and re-drafting of ISO 6166 Registration Authority Agreement drafted by ISO Agreement for ANNA Board to prepare a business plan (during 2009) related to the following items.

8 NNA ISIN allocation principles NNA ISIN access principles NNA ISIN dissemination principles Assessment of NNA requirements for ANNA to act as the Registration Authority for ISO 18773 and ISO 18774 (Standard Issuer Names and Abbreviations) 5 Membership matters Applications for membership The Bourse des Valeurs Mobili res de l'Afrique Centrale - BVMAC representing the CEMAC countries Central Africa, Cameroon, Congo, Equatorial Guinea, Gabon and Chad and the Central Securities Clearing System Ltd. (Nigeria), the first already being an ANNA Partner, applied to become full members of ANNA which was unanimously endorsed by the MEETING delegates. Mr. Frederic Yifomnjou Pouamoun (FYP) representing CEMAC gave a presentation on their respective financial markets (Appendix 2). A delegate from Nigeria could not be present. Applications for partnership The Vietnam Securities Depository VSD (Vietnam) and the Damascus Securities Exchange (Syria) applied to have an ANNA partner status.

9 Representatives of the two national numbering Agencies presented an overview of their countries and financial markets (Appendix 3 and 4). Both applications were unanimously endorsed by the MEETING delegates. As a result of the applications the ANNA membership now stands at 78 full members and 23 partners representing 113 countries (two partners are representing several countries). Page 6 of 12 6 Country Reports Eric Yip (EY) from Hong Kong and Przemyslaw Domanski (PD) from Poland made presentations on their respective organisations and projects being undertaken within their local markets. (Appendices 5 and 6). FYP requested to extend the list of abbreviations used during the GENERAL Meetings and in presentations. UM will check whether the existing list needs to be updated. For future meetings, the ANNA Board will continue the Country Report initiative with the hosts of the GENERAL Meetings plus additional presentations from countries of different geographical regions.

10 7 Presentation by the CEO of the Hong Kong Hedge Fund industry (FRM Hong Kong) Due to the well received initiative at the last GENERAL MEETING , the Board decided to ask the host of the MEETING to invite an industry participant from the local financial market. Due to the growing importance of the investment fund industry in Hong Kong Dr. King-Lun AU, CEO of Financial Risk Management (FRM) and also Chairman of the Hong Kong Securities Institute gave an in depth overview of the local funds market. Wherever possible representatives will be invited from local financial industry to make presentations at future GENERAL Meetings. DK thanked Dr. Au for the detailed overview of the Hong Kong Hedge Fund industry and overview of challenges facing the Financial industry as a whole. 8 Results of ISO/TC68/SC4 MEETING in the US (see Appendix 7) DK gave a presentation of the key items relating to ANNA which were discussed at the ISO TC68/SC4 MEETING held in Washington on September 29 & 30, 2008.
