The hearing before the Senate Sub-committee on Near Eastern and South Asian Affairs will come want to apologize to all of you who are here, panelists andthose who are intensely interested in the hearing and the issue be-fore us.

I am sure that SenatorBrownback is probably on his way over here as well, and we willtry to move things forward expeditiously. Senator Brownback ishere right what I want to try to do is myself be relatively briefand then hopefully Senator Brownback as well, and we will askeach of you to try to stay within a 5-minute limit. A law without vig-orous and effective implementation and oversight, at least in myview, is worse than no law at all because it lulls us into the falsesense that we have done something to solve the problem. We arehere today to learn whether or not we are doing all that we canto end this TRAFFICKING in persons , and we are here today to learnhow committed the administration is to truly solving this growingproblem of modern day think the administration has done some very important State Department released its first TRAFFICKING in persons re-port in July of last year.

10 The Office to Monitor and Combat Traf-ficking in persons was established later that October. But I think much more remains to be will finish with concerns. I wanted to start with the positivesbecause I think you should always give credit to people when theyare doing good am concerned that many victims of TRAFFICKING are not gettingthe assistance they need because the programs may not be de-signed appropriately or interagency coordination is lacking.
