In exceptionalcaseswhenan officialis preventedfromthe use of a governmentmotortransportationfor 3 days or more,such as whenthe motorvehicleundergoesrepairanda replacementvehicleis not provided,the grantof commutableTA may be allowed,pro-ratedbasedon the numberof daysof actualworkperformanceon workdays,exclusiveof leavesof absencewithpay. 5 Orderdesignatinghim/heras provisionsof orcsWhoAre Assignedor WhoUse MotorTransportation- Theprovisionsof , ,and orcsto positionsin agencyinternallycreatedorganizationaluni tswhosestaffingare not authorizedby DBM,thus areconsideredas ad-hocarrangements,are not entitledto ConcurrentcapacityWhen an incumbententitledto RATA in his/herpositionis subsequentlydesignatedas Ole of a higher positionin concurrentcapacity,he/she shall beentitledto the differencebetweenthe RATAof the two anincumbentis designatedas ole of a lower positionin concurrentcapacity,noadditionalRATAmay Full-TimeDetailor An official shall not be entitledto RATA while on full-timedetail toanother governmentagencyor on re-assignmentwithin the sameagencyor to aspecialproject,asmandatedor asa direct consequenceof law oroffice order, or personnelaction based on his/her voluntaryaction However,when the duties and responsibilitiesof the official under sub-item are comparablewith those of his/her regularposition,ascertifiedby the agency head concerned,he/she may be authorizedtocontinueto collect RATA,subject to the availabilityof SCholarship/ An official shall not be entitledto RATA while on authorizedfull-timeattendancein a long-termscholarship/study/traininggrant or similaractivity since he/she is unable to performthe duties and responsibilitiesof his/her However,an official may be authorizedto continueto collect RATAon areimbursablebasis, subjectto the availabilityof funds, under attendancein the study/traininggrant or similar activity isshort-term; study/trainingis aimed to directly enhancethe performanceof the duties and responsibilitiesof the position.

6 Study/trainingrequiresfrequentinteractio n,coordination,and mobilityin order to fulfill the requirementsof the course,for which expensesare not coveredby the study/traininggrantascertifiedbythe ,Deansof Colleges,Directorsof Centers,Institutes/ServicesandSatelliteC ampuses, For Those, Not Assignedor Who Do Not Use facultymemberdesignatedas VicePresident,deanof acollege,directorof a center/institute/serviceor a satellitecampus,or a departmentheadin a SUCmaybe authorizedtocollectthe RATAfor the virtualpositionon a reimbursablebasis,ifstipulatedin the officeorderdesignatinghim/heras provisionsof DesigneesWhoAreAssignedor WhoUseGovernmentMotorTransportation- The provisionsof , ,and (NGAs), thegrantof commutableorreimbursableRATAto incumbentsor OIesof regularpositionsand to designatedofficialsin SUCsshallbe chargedto therespectiveagencyappropriations/budget sfor the deficiencies,the sameshallbe amountsrequiredfor the grantof RATAto incumbentsorOICsof contractualpositionsshallbe chargedagainsttherespectiveagencylumpsum appropriationsfromwhichtheirsalariesare GOCC sand GFls,the amountsrequiredshallbe caseof insufficiencyof fundsto fullyimplementthe RATA rates,the samemaybe grantedpartiallyatuniformpercentagesof the RATA ratesfor all reimbursableRATAfor thoseon detailto othergovernmentagenciesshallbe chargedto the appropriations/budgetsof AgencyHeadsAgencyHeadsshallbe heldresponsiblefor the properimplementationof heldliablefor any grantof RATAnot in accordancewiththe provisionsof this Circular,withoutprejudice,however.
