Purpose. To provide policy and guidance relative to the Small Arms and Weapons Management Program, and to provide information essential to users of all Navy furnished small arms (SA) and stabilized small arms mounts (SSAM), including match-conditioned small arms.

2 2. Cancellation. NAVSEAINST NAVSEAINST 3. Background. It is Department of Defense (DoD) policy to track, report, validate, and register the status of SA and SSAM by serial numbers as outlined in references (a), and (b). a. This instruction implements the Chief of NAVAL Operations requirement for accountability of SA now under the custody, control and responsibility of a COMMAND with an approved allowance. b. Prevention of the acquisition of SA and weapons by terrorist or other criminal elements through loss or theft of Navy stocks is the objective of reference (c). This objective will be met by exercising complete and efficient control from acquisition through disposal. 4. Scope. The Small Arms Management Program is applicable to all elements of the Navy.

3 In relation to the Marine Corps, this instruction is applicable only to aviation units and does not apply to SA and SSAM authorized by the Marine Corps Table of Organization and Table of Equipment Allowances. In relation to the Coast Guard, during peacetime this instruction is not applicable. Upon mobilization of the NAVSEAINST 29 June 12 2 Coast Guard, this instruction applies to all SA and SSAM provided by the Navy. 5. Action. The policies and guidance for SA and SSAM are set forth herein: a. Each COMMAND , activity, or office having a mission or function requiring the use of SA and SSAM will have an approved allowance for such items. The authorized allowance will be sufficient to meet peacetime and wartime requirements, to include training requirements.

4 It is not mandatory that an activity, ashore or afloat, have on board its total authorized allowance if such quantities are inconsistent with current personnel strength. Adequate safeguards must be taken Per references (a), (b), and (c) for both their accountability and physical security. b. PER reference (a) each arms room will, at a minimum, implement a system to identify and authenticate persons authorized to remove arms from arms rooms/storage areas. Additionally, each arms room will maintain a sign-out, sign-in register/log that reflects the name and signature of the individual removing/returning the arm, date and time of sign-out and return and purpose of removal. c. All small arms brought aboard a NAVAL activity are subject to control.

5 During COMMAND inspections, a review of reporting and physical inventory requirements as delineated in paragraph 3-700 and 3-800 herein shall be conducted to ensure: (1) Timely submission of reports required. (2) The assets on hand do not exceed the activity's authorized NAVAL ordnance small arms allowance list. (3) The assets on hand correspond to the annual computerized inventory listing provided to the activity by NAVAL Surface Warfare Center, crane Division (NAVSURFWARCENDIV), crane , Indiana. (4) All match-conditioned small arms are being utilized (5) All weapons remain as originally configured unless a modification has been authorized by the Program Office. Match weapons in excess of authorized allowances and match weapons not being utilized as intended will immediately be returned to NAVSEAINST 29 June 12 3 NAVSURFWARCENDIV, crane .
