7 For NorthWest Englandprovidesa frameworkfordevelopmentand investmentin the regionover the next fifteento establishesa broadvisionfor the regionand its sub-regions,prioritiesfor growthand regeneration,andpoliciesto achievesustainabledevelopmentacrossa wide rangeof topics from jobs,housingand transportto climatechange,wasteand doesnot repeatnationalpolicyas expressed,for example,inPlanningPolicyStatements(PPSs) circularsand bringsan understandingofthe NorthWest regionto targetthe deliveryof suchpolicyand spatialdimensionis veryvaluablein this respect,providingfocusfordeveloping,inte gratingand articulatingpolicyin a way that acknowledgesfunctionallinkagesand RSSis requiredby the Planningand CompulsoryPurchaseAct 2004,and mattersof processand contentare prescribedin PPS11(1).

8 It incorporatesregionaltransportpolicies(RT S) whichhaveboth informed,and beeninformedby, the SpatialPrinciples,RegionalandSub-regiona lSpatialFrameworksand Policiesof regionaltransportpoliciesaim toachievethe samesharedvisionof sustainabledevelopmentand includethe region s prioritiesfor transportinvestmentand RSS replacesall of the savedstructureplan policiesof the Joint LancashireStructurePlan (2005)whichwereextendedundertransitional provisionsof schedule8 of the Planningand CompulsoryPurchaseAct RSSalso replacesthe policiesof the CheshireStructurePlan (2005)and the Cumbriaand LakeDistrictJointStructurePlan (2006)with theexceptionof thoseoutlinedas extendedfor a furtherperioduntil replacedby futureRSS reviewas set out in is part of the statutorydevelopmentplan for everylocal authorityin the (LDDs),whichare preparedby LocalPlanningAuthorities,mustbe in generalconformitywith the be consideredagainsttheprovisionsof RSS and , RSS policiesare notrestrictedto implementationthroughthe grantor refusalof planningpermissionand a widerangeof stakeholdersin the public,privateand voluntarysectors,manyof themnew to thisprocess,will needto be engagedto deliverthe plansand strategies referredto in this documentincludestatutoryLocalDevelopment Documents(LDDs)and otherelementsof the LocalDevelopmentFramework(LDF).
