This time limit be recorded and monitored by this house. COMMISSIONER of CUSTOMS ( import ) informed the House that Shri Manoj Singh, VicePresident, MIAL could not attend the meeting as he was out of station and the progress made inthis regard would be updated by him in the next meeting.

4 [ACTION: MIAL] iii)There is a delay in release of Shipping Bill due to slowness in RMS (Export) andrequested to address the same. iv)Frequent Breakdown of EDI System and slow processing of Export Shipping Billthrough RMS is affecting the export trade, hence we request you to please address thematter with Directorate of Systems for early immediate rectification of EDI and RMS. COMMISSIONER of CUSTOMS (Export) informed the House that situation has improved andthis was also agreed to the representative of BCHHA. He further asked representative of BCHAAto bring to the notice of department the specific instances of slowness/breakdown of System sothat matter could be taken up with Director General (System)[POINT TO BE TREATED AS CLOSED]v)WLRO officer is available 3 days in a week and only after second half, if he is onleave or did not turn up, NOC is delayed.

5 We need permanent WLRO officer at of CUSTOMS ( import ) informed the House that Shri Bala Iyer has yet notprovided details of specific instances where export shipment may have got delayed due to nonavailability of WLRO. He further stated that they may raise the same afresh with specific detailsof the cases in future. Therefore this point is to be treated as [POINT TO BE TREATED AS CLOSED]vi)There is acute problem of payment of Stamp Duty at ACC Mumbai. Requesting theHouse to address the issue immediately with IGR stamps, Govt. of Maharashtra and otherBanks for acceptance of the Stamp Duty, SBI is unable to handle the of BCHAA informed that Shri Rajesh Nagvenkar, Additional Collector ofStamp, has given his consent to visit ACC, Mumbai to work out and resolve the issue.

6 [ACTION: BCHAA]vii)Request to post adequate officers for release of routine provisional SVB Bonds, TestBonds, etc. COMMISSIONER of CUSTOMS ( import ) informed the House that the Bond and BBG Cell hasnow shifted to the jurisdiction of COMMISSIONER of CUSTOMS (General) and the issue is beingexamined. [POINT TO BE TREATED AS CLOSED]viii)Unloading of Mixed lot with heavy pkgs above 350 kg and light pkgs in one s/bill,through gate No. 4 is still having problems. Please instruct the officers to follow yourguidelines on of CUSTOMS (Export) informed the House that Gate No.

7 4 is meant forheavy cargo, therefore for smooth functioning they cannot allow the small packages of less than350 Kgs to be offloaded from Gate No. 4. [POINT TO BE TREATED AS CLOSED]ix)Registration of Cargo should be continuous in shed. Representative of BCHAA informed the House that registration of cargo stops between 2 to 3 PM regularly. COMMISSIONER of CUSTOMS ( import ) informed the House that the issue has been resolved.[POINT TO BE TREATED AS CLOSED]x)Filling of manual Bill of Entry in terms of Facility Notice No. 01/2014 is still timeconsuming.

8 It still takes 2-3 days to note a manual Bill of Entry under the said PublicNotice. Since such schemes are not under EDI, we request you to work out a procedurewherein noting of manual Bill of Entry does not take long of CUSTOMS ( import ) informed that he will take a separate meeting onWednesday with the representatives of BCHHA and asked them to bring details inthat regard. [ACTION : BCHHA]xi)In MIAL import shed (light and heavy) there is shortage of forklift and man powerfor availability of packages for examination and delivery.

9 We request MIAL to ensure thatsufficient forklifts are made available with immediate effect as this result in delay of MIAL informed the House that they have already deployed 17 forkliftsin Heavy Shed and 14 forklifts in Light Shed which are sufficient to handle the present volume ofcargo and further informed that they have also deputed one officer in each shed to coordinate withCHA team. Request youurgent of CUSTOMS ( import ) informed the House that suitable re-allocation ofwork among officers in different assessment group has been done and this has eased the situationconsiderably. He further informed that Addl. commissioners are monitoring the pendencyregularly. [POINT TO BE TREATED AS CLOSED]2)Pendency of Assessment in Group 2 causing delay in clearance. Request to kindly look into of CUSTOMS ( import ) informed the House that the pendency of assessment in Group 2 was cleared by Saturday itself.
