Application: This policy applies to employees working for the Department of Health and non- prescribed Hospital and Health Services who are: current employees new permanent, temporary or casual pool appointments existing employees appointed, promoted or transferred to another work location existing employees resuming duty after leave of more than 12 months. This policy also applies to other persons, including contractors, consultants, students and volunteers where there is a legislative requirement for any person to have specific training building fire evacuation. A summary of mandatory orientation , induction and training requirements are outlined in Attachment One. When competencies or other occupation based mandatory training not included in this policy is to be completed prior to taking up certain duties ( nursing and medication administration), the employee is not to perform those duties until their training is completed and they are competent in that field.

6 It is essential that every employee completes each mandatory training element and it is recorded and signed off on a checklist. Checklists are to be recorded locally to allow for reporting and monitoring. Refer section for specific reporting, monitoring and compliance requirements. Existing employees who are transferred, seconded or promoted into another non-prescribed Hospital and Health Service (HHS) or Department of Health (Department) division are to be included in the local orientation and/or refresher program and local induction . Temporary and casual employees engaged for less than three months are to undertake mandatory training as per the timeframes stated in Attachment One. However, the required learning topics/outcomes of the Queensland Health and local orientation may be modified to reflect the role and length of employment of the temporary/casual employee.

7 The timeframes must not exceed those listed in Attachment One. Note that Director-General approval must be obtained for the inclusion of any new mandatory training in Attachment One. Content design Non-prescribed HHSs and departmental divisions are encouraged to use existing Queensland Health online and face-to-face training packages to ensure consistency of information delivered to employees, specifically regarding compliance related training . These packages have been developed to comply with legislation, policies and/or directives. Any packages developed are to match or exceed standards of current Queensland Health training packages. When subject matter content owners are updating the training contained within Attachment One or developing a new mandatory training package, liaison with the HR Branch Capability team is to occur. Delivery modalities Consideration is to be given to the particular needs of employees in devising delivery methods.

8 A variety of delivery methods may be used, including face-to-face delivery, on-line delivery, CD/DVD information, video presentation, one-on-one information sharing, electronic delivery supported by closed caption, subtitles or compatible with vision software where required, etc. In addition, the location and timing of presentations is to be considered to ensure all employees are able to complete training , shift workers, part-time employees, employees with special learning needs, physical impairments and/or disabilities. orientation , induction and mandatory training HR policy G6. Reporting, monitoring and compliance Management are responsible for managing compliance of mandatory training of employees under their supervision. Management who use delivery modes other than the prescribed delivery method, listed in Attachment One, are to ensure that employee details are registered in the appropriate learning management system for reporting, monitoring and compliance.

It may also include mandatory training programs. Some topics may be common to orientation and induction , requiring both local and broader application. mandatory training Compulsory training required to be delivered to all employees regardless of role or location, as mandated by relevant: Commonwealth or state legislation and/or administrative policy code of practice or regulation linked to legislation directives Queensland Health HR policies Service Level Agreements.

This training can be deemed as mandatory for certain individuals, but is not required by all employees within Queensland Health ( infection prevention and control training is mandatory for health care practitioners, but is not mandatory for administrative employees). A further example of mandatory training for a specific employee category is the agreed minimum allocation for nurses and midwives to attend mandatory training per head count annually, which is 11. days for new employees and five days for existing employees. orientation The process by which employees are welcomed to the organisation and obtain information about the organisation's mission, strategic objectives, corporate initiatives and specific information including structure and scope of operations.
