2 O Incorporates policy governing enlistment processing of Mobilized ReserveComponent soldiers of the army and army National Guard with less than 18 yearsof Active service (paras 1-9d and 3-17b(4)).o Changes the maximum enlistment age of an applicant to 42 (para 2-3a).o Rescinds the requirement for Permanent Resident Aliens enlisting in theActive and Reserve Components of the army to become Citizens in order tocontinue serving after 8 years of service (paras 2-4a(2) and 3-4).o Addes requirement to run sex offender file check on all applicants (para 2-11f).o Deletes the requirement for a traffic waiver (para 4-6a(1)).

3 O Incorporates policy for convicted violent sex offenders as outlined in AR 27-10, chapter 24 (para 4-24ac).o Prohibits enlistment incentives for disenrollment for the USMA and ROTC cadets who are ordered to Active duty (para 5-85d).o Streamlines process for correcting term of enlistment errors for Active dutySoldiers and describes process for correcting term of enlistment for ArmyReserve Soldiers that enlisted through USAREC (para 8-6).o Incorporates policy that authorizes SROTC MSII Cadets to participate in ROTC/SMP (para 9-14).o Incorporates policy for the Reserve Components enlistment Incentives Program(chap 10).

It also prescribest h e a p p o i n t m e n t , r e a s s i g n m e n t , m a n a g e -ment, and mobilization of Reserve Offi-c e r s T r a i n i n g C o r p s c a d e t s u n d e r t h eSimultaneous Membership This regulation applies tot h e R e g u l a r A r m y , t h e U n i t e d S t a t e sA r m y R e s e r v e , a n d t h e A r m y N a t i o n a lGuard, unless otherwise stated.

5 And De-partment of the army civilians involvedin recruitment activities or Reserve Offi-cers Training Corps/Simultaneous Mem-b e r s h i p P r o g r a m m a n a g e m e n t f u n c t i o n s .In case of conflict between this and otherregulations establishing enlistment eligi-b i l i t y c r i t e r i a , t h i s r e g u l a t i o n w i l l t a k eprecedence. Upon direction of the Secre-tary of the army , certain requirements ofthis regulation will not be enforced duringm o b i l i z a t i o n . T h e f o l l o w i n g w i l l a p p l yd u r i n g m o b i l i z a t i o n : M e d i c a l s t a n d a r d sprescribed in AR 40 501; the requirementfor an Armed Forces Qualification Test(AFQT) percentile score of 10 or higheras prescribed section 20, Title 10, UnitedStates Code; and the moral requirementsin AR 601 and exception proponent of this regulation is theDeputy Chief of Staff, G 1.

6 The DeputyChief of Staff, G 1 has the authority toapprove exceptions or waivers to this reg-ulation that are consistent with controllinglaw and regulations. The Deputy Chief ofStaff, G 1 may delegate this approval au-t h o r i t y , i n w r i t i n g , t o a d i v i s i o n c h i e fwithin the proponent agency or its directreporting unit or field operating agency, inthe grade of colonel or the civilian equiv-alent. Activities may request a waiver tothis regulation by providing justificationthat includes a full analysis of the ex-pected benefits and must include formalreview by the activity s senior legal offi-cer.

7 All waiver requests will be endorsedby the commander or senior leader of therequesting activity and forwarded throught h e i r h i g h e r h e a d q u a r t e r s t o t h e p o l i c yproponent. Refer to AR 25 30 for management control regulation does not contain manage-ment control u p p l e m e n t a t i o n .
