The Fair Market Rent is HUD s best estimate of what a household seeking a modest rental unit in a short amount of time can expect to pay for rent and utilities in the current market. Housing Burden Estimated number of households below the Real Cost Measure with housing burden of >30%. The Real Cost Measure estimates the amount of income a household needs to meet only its basic needs, for a given household type and in a specific community, and then determines how many households have income below that level.
