5 Wherefeesarecalculatedasa 'projectcostbasedfee',thefeesconsistofa 'basefee'anda percentageofprojectcost,thesederivefrom' bracketedprojectvalues', 'ScopeofService'isnotclearlydefined,orth eservicerelatestosmallscaleprojects,orth eserviceisofanunusualorspecializednature ,a TimeBasedFee' ,thesearebased onanhourlyrateaccordingtothe'Professiona lFeesGuideline'forratespublishedannually , architectareemployed,ina standardservicethearchitectis appointedto fulfiltheobligationsprovidedforasarchite cturalprofessional,principalconsultantan dprincipalagent,describedasa 'FullService'. otherthanarchitectareemployed,theservice toberendered,andfunctionstobefulfilledar einformedbythe'IdentificationofWorkforAr chitecturalProfessionals',asseparatelyde terminedbySACAP,andsuchappointmentmayinc ludethe'FullService'.

7 Conceptandviability(conceptdesign)Prepar eaninitialdesignandadviseon:theintendeds paceprovisionsandplanningrelationshipspr oposedmaterialsandintendedbuildingservic esthetechnicalandfunctionalcharacteristi csofthedesignCheckforconformityoftheconc eptwiththerightstotheuseof thelandReviewtheanticipatedcostsof theprojectReviewtheprojectprogrammeStage 3:DesigndevelopmentConfirmthescopeandcom plexityReviewthedesignandconsultwithloca landstatutoryauthoritiesDevelopthedesign ,constructionsystem,materialsandcomponen tsIncorporateandco-ordinateallservicesan dtheworkofconsultantsReviewthedesign,cos tingandprogrammewiththeconSUltantsStage4 :co-ordinatetechnicaldocumentationwithth econsultantsandcompleteprimaryco-ordinat ionpreparespecificationsfortheworksrevie wthecostingandprogrammewiththeconsultant sobtaintheclient'.
