REFERENCES. Except as expressly provided otherwise, any reference to this Act contained in any division of this Act shall be treated as referring only to the provisions of that division. SEC. 4. EXPLANATORY STATEMENT. The explanatory statement regarding this Act, printed in the House of Representatives section of the Congressional Record on or about January 15, 2014 by the Chairman of the Committee on appropriations of the House, shall have the same effect with respect to the allocation of funds and implementation of divisions A through L of this Act as if it were a joint explanatory statement of a committee of conference.

5 SEC. 5. STATEMENT OF appropriations . The following sums in this Act are appropriated, out of any money in the Treasury not otherwise appropriated, for the fiscal year ending September 30, 2014. SEC. 6. AVAILABILITY OF FUNDS. Each amount designated in this Act by the Congress for Over-seas Contingency Operations/Global War on Terrorism pursuant to section 251(b)(2)(A) of the Balanced Budget and Emergency Def-icit Control Act of 1985 shall be available (or rescinded, if applicable) only if the President subsequently so designates all such amounts and transmits such designations to the Congress . SEC. 7. TECHNICAL ALLOWANCE FOR ESTIMATING DIFFERENCES. If, for fiscal year 2014, new budget authority provided in appro-priation Acts exceeds the discretionary spending limit for any cat-egory set forth in section 251(c) of the Balanced Budget and Emer-gency Deficit Control Act of 1985 due to estimating differences with the Congressional Budget Office, an adjustment to the discre-tionary spending limit in such category for fiscal year 2014 shall be made by the Director of the Office of Management and Budget in the amount of the excess but not to exceed percent of the sum of the adjusted discretionary spending limits for all cat-egories for that fiscal year.

6 SEC. 8. LAUNCH LIABILITY EXTENSION. Section 50915(f) of title 51, United States Code, is amended by striking December 31, 2013 and inserting December 31, 2016 . DIVISION A AGRICULTURE, RURAL DEVELOPMENT, FOOD AND DRUG ADMINISTRATION, AND RELATED AGENCIES appropriations ACT, 2014 TITLE I AGRICULTURAL PROGRAMS PRODUCTION, PROCESSING ANDMARKETING OFFICE OF THESECRETARY (INCLUDING TRANSFERS OF FUNDS) For necessary expenses of the Office of the Secretary, $43,778,000, of which not to exceed $5,051,000 shall be available Agriculture, Rural Development, Food and Drug Administration, and Related Agencies appropriations Act, 2014. 1 USC 1 note. 7 8 Public LAW 113 76 JAN. 17, 2014 for the immediate Office of the Secretary; not to exceed $498,000 shall be available for the Office of Tribal Relations; not to exceed $1,496,000 shall be available for the Office of Homeland Security and Emergency Coordination; not to exceed $1,209,000 shall be available for the Office of Advocacy and Outreach; not to exceed $23,590,000 shall be available for the Office of the Assistant Sec-retary for Administration, of which $22,786,000 shall be available for Departmental Administration to provide for necessary expenses for management support services to offices of the Department and for general administration, security, repairs and alterations, and other miscellaneous supplies and expenses not otherwise provided for and necessary for the practical and efficient work of the Depart-ment.

8 Not to exceed $3,869,000 shall be available for the Office of Assistant Secretary for Congressional Relations to carry out the programs funded by this Act, including programs involving intergovernmental affairs and liaison within the executive branch; and not to exceed $8,065,000 shall be available for the Office of Communications: Provided, That the Secretary of Agriculture is authorized to transfer funds appropriated for any office of the Office of the Secretary to any other office of the Office of the Secretary: Provided further, That no appropriation for any office shall be increased or decreased by more than 5 percent: Provided further, That not to exceed $11,000 of the amount made available under this paragraph for the immediate Office of the Secretary shall be available for official reception and representation expenses, not otherwise provided for, as determined by the Secretary.

9 Provided further, That the amount made available under this heading for Departmental Administration shall be reimbursed from applicable appropriations in this Act for travel expenses incident to the holding of hearings as required by 5 551 558: Provided further, That funds made available under this heading for the Office of Assistant Secretary for Congressional Relations may be transferred to agencies of the Department of Agriculture funded by this Act to maintain personnel at the agency level: Provided further, That no funds made available under this heading for the Office of Assist-ant Secretary for Congressional Relations may be obligated after 30 days from the date of enactment of this Act, unless the Secretary has notified the Committees on appropriations of both Houses of Congress on the allocation of these funds by USDA agency.

10 EXECUTIVEOPERATIONS OFFICE OF THE CHIEF ECONOMIST For necessary expenses of the Office of the Chief Economist, $16,777,000, of which $4,000,000 shall be for grants or cooperative agreements for policy research under 7 3155 and shall be obligated within 90 days of the enactment of this Act. NATIONAL APPEALS DIVISION For necessary expenses of the National Appeals Division, $12,841,000. OFFICE OF BUDGET AND PROGRAM ANALYSIS For necessary expenses of the Office of Budget and Program Analysis, $9,064,000.
