1 Recommendation 3 ISO COUNTRY CODEfor Representation of Names of CountriesThe Working Party on Facilitation of international TradeProcedures,Being aware of the need of an internationally agreed codesystem to represent names of countries,Considering the international Standard ISO 3166 Codesfor the representation of names of countries as a suitablebasis for application in international trade,Recommends that the two-letter alphabetic code referredto in the international Standard ISO 3166 as ISO AL-PHA-2 COUNTRY code , should be used for representingthe names of countries for purposes of international Tradewhenever there is a need for a coded alphabetical desig-nation;Invites the secretariat to inform the appropriate ISO bodyresponsible for the maintenance of ISO 3166 of anyamendments which the Working Party may that session representatives attended from: Austria;Belgium; Bulgaria; Canada; Czechoslovakia; Denmark;Finland; France; German Democratic Republic; Ger-many, Federal Republic of; Hungary; Italy; Netherlands;Norway; Poland; Romania; Spain; Sweden; Switzerland;Union of Soviet Socialist Republics; United Kingdom;United States of America, Japan and following specialized agencies, intergovernmentaland non-governmental organizations were also repre-sented: Inter-governmental Maritime Consultative Or-ganization (IMCO).

Also presentat the invitation of the secretariat were staff officials of theCouncil of Mutual Economic Assistance (CMEA); theEuropean Communities (EC) and the European FreeTrade Association (EFTA).I. SCOPE AND FIELD OF APPLICATIONThe Standard ISO 3166 sets out, in an introductory part,its scope and field of application as being to provide a two-letter and a three-letter alphabetic code , for representingthe names of countries, dependencies and other areas ofAt its first session, held in January 1972, the Group ofExperts on Automatic Data Processing and Coding de-cided to include in its programme of work the followingtask: To define requirements for COUNTRY codes for use ininternational trade, to be forwarded to ISO and to bepursued in co-operation with it.

3 It was entrusted to the secretariat to pursue this a Meeting of the relevant ISO body, Working Group 2of Technical Committee 46 Documentation in April1972, it was agreed to set up a Co-ordination Committeewith the task to prepare proposals regarding a list ofentities, candidate numerical and alphabetical codes andmaintenance arrangements. This Committee was com-posed of one representative each from ISO and ITU andof the UNCTAD Trade Facilitation Report of the Co-ordinating Committee was acceptedwith some amendments by the Working Group 2 of TC 46and a draft international Standard was elaborated whichhas been considered at several meetings of the Group ofExperts on Automatic Data Processing and Coding. Thedraft international Standard was adopted at the plenarymeeting of TC 46 in July 1974 and was accepted andpublished as an international Standard by ISO Council inSeptember the 1st, 2nd and 3rd sessions of the Working Party onFacilitation of international Trade Procedures, a numberof delegations made observations regarding possibility ofusing this code in international trade, as well as on thequestion of incompleteness of the list of names of coun-tries and Working Party on Facilitation of international TradeProcedures, subsidiary organ of the Committee on theDevelopment of Trade of the Economic Commission forEurope, at its third session on 4 October 1974 adopted thefollowing Recommendation .

The designations countries, dependencies, andother areas of special geopolitical interest employedtherein do not imply the expression of any opinionwhatsoever concerning the legal status of any COUNTRY orterritory or of its authorities, or concerning the delimita-tions of its frontiers. The international Standard is in-tended for use in any application requiring the expressionof entities in coded form.

5 For the purposes of the Standardthe term Entity is defined as the name of COUNTRY ,dependency, or other area of special geopolitical inter-est .II. PRESENTATION OFRECOMMENDED CODESThe recommended codes are presented in two sectionscontaining a two-letter alphabetic code , recommendedfor international exchange, and a three-digit numericcode.
