Agencies may use RFI s in circumstances including, but not limited to, determining whether or not to competitively procure a commodity or contractual service, determining what solicitation process to use for a particular need, or researching general, special, and/or technical specifications for a solicitation.

8 A Vendor s response to an RFI is not an offer and the agency may not use the Vendor s submission to justify a contract with that Vendor without otherwise complying with Chapter 287, , and Rule , Vendors submitting a response to an agency s RFI are not prohibited from responding to any related subsequent solicitation. Overall Agency Business Summary The Department of State s Division of Library and Information Services (Division) promotes, enhances and provides library, records management and archival services by connecting individuals, agencies, libraries, educational institutions and businesses to vital informational, cultural and learning resources.

9 Purpose The Florida Department of State s Division of Library and Information Services, hereafter referred to as the Division, is requesting Information regarding a statewide resource sharing solution in an effort to establish a consortial borrowing system and a shared union catalog to enhance and facilitate resource sharing amongst Florida s libraries. The Division would like to be able to offer Florida s libraries an affordable, seamless, patron initiated borrowing system. As part of this initiative, libraries should be able to search other library catalogs throughout Florida regardless of what integrated library systems (ILS) are used at each location.

10 This shared union catalog should allow patron initiated interlibrary loan by allowing users to simply search their local library s catalog and Request materials from any participating Florida library. This Request for Information is intended to: Educate the Division on the vendors and their associated offerings in providing resource sharing solutions. Obtain Information about various implementation and hosting options that meet the needs for a project of this type. Obtain Rough Order of Magnitude (ROM) cost estimates to assist the Division in understanding what realistic budgets/funding levels for an implementation effort of this type might look like.
