This RFI is being used to gather Information for ODOT to make decisions regarding the development of a web-based online education tool accessible from desktops, tablets and mobile devices. The purpose of the tool is to educate ohio drivers, pedestrians, and bicycle and motorcycle riders about traffic safety and the laws associated with using public roads.

3 This RFI is designed to provide Respondents with the Information necessary for the preparation of an appropriate response. It is not intended to be comprehensive, and each Respondent is responsible for determining all factors necessary for submission of a comprehensive response. Responses should be based on the material contained in this RFI or any other relevant Information the Respondent thinks is appropriate. By submitting a response, each Respondent agrees that it will not bring any claim or have any cause of action against the ODOT, the State of ohio , or any employee of ODOT or the State, based on any misunderstanding concerning the Information provided or concerning the ODOT s failure, negligent or otherwise, to provide the Respondent with pertinent Information as intended by this RFI.

4 Information submitted in response to this RFI will become property of the State of ohio . The State of ohio will not pay for any Information herein requested nor is it liable for any cost incurred by the vendor. RFI ConfidentialityAll Respondents are strongly discouraged from including in a RFI any Information that the Respondent considers to be a trade secret, as that term is defined in Section (D) of the ohio Revised Code. All Information submitted in response to this RFI is public Information unless a statutory exception exists that exempts it from public release. If any Information in the RFI is to be treated as a trade secret, the RFI must: Identify each and every occurrence of the Information within the RFI with an asterisk before and after each line containing trade secret Information and underline the trade secret Information itself.

Invitation No. 532-185(2) It is the subject of efforts that are reasonable under the circumstances to maintain its the past three years, traffic deaths and crashes across ohio and the nation have been rising. In 2016, our nation recorded more than 40,000 deaths, which is the highest number we ve seen nationally since 2007. In ohio , traffic deaths rose 2% last year, but they also rose 2% in 2014 and 10% in 2015. Between 25% and 50% of all traffic deaths in ohio each year include one or more of these factors: Roadway Departure, Unbelted Drivers and Passengers, Speed, Alcohol/Drugs, Intersections, and Young Drivers between 15-25 years of age.

7 ohio has also seen a recent increase in traffic deaths involving pedestrians, older drivers (65+), distractions and error is a factor in more than 90% of all traffic crashes nationwide. Yet it can be difficult to cut through the clutter of modern media to communicate with Ohioans on the necessity to adopt safe driving, riding and walking behaviors as a means to reduce the frequency and severity of crashes. It s also difficult to communicate new Information or laws to ohio roads users. Education typically occurs one time when drivers or riders apply for their initial license. Yet, Ohioans may drive or ride for decades after getting a license receiving only sporadic Information on traffic safety and changes in law.

8 III. Scope The project consist of developing a web-based, online education tool that is accessible from desktops, tablets and mobile devices: Application must include several learning modules covering traffic safety topics ( distracted driving, roundabouts, pedestrian and bicycle safety). Application must include short videos and/or animations, and interactive questions that educate then quiz road users on their knowledge. Proposal must include methods to drive users to the website through social, print and video campaigns, as well as through partnerships with other organizations. What kind of incentives could be used to incentivize and increase participation?
