1 REQUEST FOR PROPOSALS Date: August 3rd, 2016 To: Qualified Consulting Firms Re: REQUEST for Proposals for On Call Design Consulting Services (Revised as of 8/12/16) The Cumberland Community Improvement District (CID) is requesting non-cost technical proposals for On Call Design Consulting Services for CID project categories as stated below. Roadway Design Trail Design Streetscape and Landscape Design The duration of On Call Design Consulting Services agreement will be for three (3) years with two (2) one (1) year optional renewals.

2 The CID will retain the right to terminate an agreement upon convenience. Consultants are encouraged to submit on any or all categories for consideration. GENERAL SCOPE OF SERVICE If funding for a project is entirely local or from Cobb County, all engineering and or design services shall be in accordance with Cobb County Department of Transportation s (CCDOT) Engineering Design Procedures, the applicable guidelines of the American Association of State Highway and Transportation Officials (AASHTO), Georgia Department of Transportation s ( gdot ) Standard Specifications for the Construction of Transportation Systems, project schedules, Plan Presentation Guide and all other applicable CCDOT guidelines.

3 Any local funded project will not be sent to gdot for review. If a project is anticipated to be partially funded with State and/or Federal funds, accordingly, the successful proposer will be required to comply with all applicable State and Federal rules and regulations, as well as those of Cobb County. All engineering services shall be in accordance with gdot s Engineering Design Procedures, the applicable guidelines of the American Association of State Highway and Transportation Officials, gdot s Standard Specifications for the Construction of Transportation Systems, project schedules, Plan Presentation Guide and all other applicable gdot guidelines.

4 All project deliverables must be submitted to gdot to be reviewed and approved by gdot as provided for in the Plan Development Process. Water and sewer work on these projects shall be coordinated with the Cobb County Water System (CCWS). The consultant will be responsible for incorporating the water and sewer plans into the final construction plan set, and the appropriate pay items and quantities into the detailed estimate and bid documents. CCDOT will make available the County Geographic Information System (GIS) data specific for use in developing the concept and design. Firms desiring to use Cobb County aerial photography can 2 view and/or print copies of the photography from the online GIS website at , or can purchase the data from the Cobb County GIS Core Group.

5 SUBMITTING PROCEDURES Pre- PROPOSAL Conference Thursday, August 11th, 2016 at 2 Held at the Cobb Chamber of Commerce Building, 240 Interstate North Parkway, Atlanta GA 30339, Community Room PROPOSAL Submittal Monday, August 29th, 2016, at 4:00 Cumberland Community Improvement District, 240 Interstate North Parkway, Atlanta GA 30339, Attn: Kyethea Clark, AICP, Director of Operations Proposals submitted after the 4:00 deadline shall be considered non-responsive and will not be opened. If your firm is interested in submitting a non-cost technical PROPOSAL for on call design services for any or all of the above mentioned categories, please provide five (5) copies of the technical PROPOSAL as indicated below.

6 The technical PROPOSAL shall cover your firm s approach, key staff identified and their relevant experience, experience of the firm, identification of any sub-consultants and current workload. The technical PROPOSAL shall be limited to 8-1/2" x 11" twenty (20) pages. Cover letter, resumes, promotional information, reference letters, etc. will be considered part of the twenty (20) page limit. Proposals submitted in excess of twenty (20) pages will not be reviewed. The technical proposals shall be sealed in an envelope or box with your firm s name and PROPOSAL for On Call Design Consultant clearly marked on the front.

7 The following items do not count toward the page limit: PROPOSAL Cover, Table of Contents, Dividers, Financial Stability Information, Litigation History and gdot Pre- qualification Notifications. Litigation History is only required for the prime firm. PREQUALIFICATION CRITERIA Consultants should be pre-qualified with Georgia Department of Transportation. Prequalification will be required prior to contract award but not prior to PROPOSAL submittal. EVALUATION CRITERIA The technical proposals will be evaluated and ranked by the CID. Multiple firms are expected to be recommended to the CID Board for approval to provide on call design services.

8 The Board determines in its sole discretion the on call design services that are most advantageous to the CID. The evaluation of the technical proposals will be based on the following criteria: 1. Staffing Evaluation of the list of personnel proposed, including their qualifications, overall experience, recent experience on similar projects and proposed staff experience on projects submitted under Firm Experience. (65 points) 2. Firm Experience Review of past performance on CID projects, Cobb County projects or other projects of similar nature; evaluation of client references; evaluation of litigation history for the past five (5) years, overall responsiveness to the CID s needs.

9 (30 points) 3 3. Local Presence - Location of the offices or facilities from which the services are to be provided to the Cumberland Community Improvement District. (5 points) GENERAL TERMS The successful proposers shall be required to sign as part of the terms and conditions of their being engaged by the CID the following statements regarding Conflict of Interest, Contingency Fees, and Certification of Subcontractors: A. CONFLICT OF INTEREST -The Consultant certifies that, to the best of the Consultant s knowledge, no circumstances exist which will cause a Conflict of Interest in performing the services required by this Agreement, that no employee of the CID, nor any member thereof, nor any public agency or official affected by this Agreement, has any pecuniary interest in the business of the Consultant or his Subcontractor(s), and that no person associated with the Consultant or the Consultant s Subcontractor(s)

10 Has any interest that would conflict in any manner or degree with the performance of the Agreement. Should the Consultant become aware of any circumstances which may cause a Conflict of Interest during the term of this Agreement, the Consultant shall immediately notify CID. If CID determines that a Conflict of Interest exists, the CID may require that the Consultant take action to remedy the Conflict of Interest or terminate this Agreement without liability. The CID shall have the right to recover any fees paid for services rendered by the Consultant which were performed while a Conflict of Interest existed if the Consultant had knowledge of the Conflict of Interest and did not notify the CID within one (1) week of becoming aware of the existence of the Conflict of Interest.
