The proposed schedule of events subject to the RFP is outlined below: Public Notice Date: March 29, 2018 Deadline for Questions Date: April 12, 2018 Mandatory Pre Bid Meeting Date: April 19, 2018 Response to Questions Posted by: Date: April 26, 2018 Deadline for Receipt of PROPOSALS Date: May 17, 2018 at 11:00 AM (Local Time) Estimated Notification of Award Date: May 24, 2018 STATE OF DELAWARE Division of State Service Centers 2 Each proposal must be accompanied by a transmittal letter which briefly summarizes the proposing firm s interest in providing the required PROFESSIONAL services. The transmittal letter must also clearly state and justify any exceptions to the requirements of the RFP which the applicant may have taken in presenting the proposal. (Applicant exceptions must also be recorded on Attachment 3).

3 Furthermore, the transmittal letter must attest to the face, at a minimum, that the Vendor shall not store or transfer non-public State of Delaware data outside of the United States. For technology related solicitations, Vendors may refer to the Delaware Department of Technology and Information identified terms and conditions included in this solicitation. The State of Delaware reserves the right to deny any and all exceptions taken to the RFP requirements. It should be noted that this solicitation is part of a two-step process to apply for americorps Competitive grant funds. The successful RFP applicant will be eligible to apply for the americorps funding through the Corporation for National and Community Service (CNCS) 2018 Notice of Funding Opportunity: MANDATORY PREBID MEETING A mandatory pre-bid meeting has been scheduled for April 19, 2018, 10:00 AM to 11:30 AM.

If a Vendor does not attend this meeting, they shall be disqualified and shall not be considered for further evaluation. The prebid meeting is very important for applicants and those who desire a compliant submission. Please register by phone or email prior to scheduled date. This meeting will serve to explain the RFP boilerplate, the RFP process, and address any questions or concerns from potential bidders. Scope of Services americorps State grants support a broad range of local service programs that engage thousands of Americans in intensive service to meet critical community needs.

5 Applicants should respond to at least one of the Focus Areas (as outlined in the 2018 Corporation for National and Community Service s Notice of Funding Opportunity), which are: Disaster Services Grant activities will provide support to increase the preparedness of individuals for disasters, improve individuals readiness to respond to disasters, help individuals recover from disasters, and/or help individuals mitigate disasters. Grantees also have the ability to respond to national disasters under CNCS cooperative agreements and the Federal Emergency Management Agency mission assignments. STATE OF DELAWARE Division of State Service Centers 3 Economic Opportunity Grants will provide support and/or facilitate access to services and resources that contribute to the improved economic well-being and security of economically disadvantaged people; help economically disadvantaged people, to have improved access to services that enhance financial literacy; transition into or remain in safe, healthy, affordable housing; and/or have improved employability leading to increased success in becoming employed.

6 Education Grants will provide support and/or facilitate access to services and resources that contribute to improved educational outcomes for economically disadvantaged children; improved school readiness for economically disadvantaged young children; improved educational and behavioral outcomes of students in low-achieving elementary, middle, and high schools; and/or support economically disadvantaged students prepare for success in post-secondary educational institutions. Environmental Stewardship Grants will support responsible stewardship of the environment, while preparing communities for challenging circumstances and helping Americans respond to and recover from disruptive life events: programs that conserve natural habitats; protect clean air and water; maintain public lands; support wildland fire mitigation; cultivate individual and community self-sufficiency; provide reforestation services after floods or fires; and more.

7 americorps programs support activities, such as conservation and fire corps, which may also help veterans and others learn new job skills through conservation service. Healthy Futures Grants will provide support for activities that will improve access to primary and preventive health care for communities served by CNCS-supported programs; increase seniors ability to remain in their own homes with the same or improved quality of life for as long as possible; and/or increase physical activity and improve nutrition in youth with the purpose of reducing childhood obesity. Veterans and Military Families Grants will positively impact the quality of life of veterans and improve military family strength; increase the number of veterans, wounded warriors, military service members, and their families served by CNCS-supported programs; and/or increase the number of veterans and military family members engaged in service through CNCS-supported programs.

8 III. Required Information The following information shall be provided in each proposal in the order listed below. Failure to respond to any REQUEST for information within this proposal may result in rejection of the proposal at the sole discretion of the State. A. Minimum Requirements 1. Provide Delaware license(s) and/or certification(s) necessary to perform services as identified in the scope of work. Prior to the execution of an award document, the successful Vendor shall either furnish the Agency with proof of State of Delaware Business Licensure or initiate the process of application where required. 2. Vendor shall provide responses to the REQUEST for Proposal (RFP) scope of work and clearly identify capabilities as presented in the General Evaluation Requirements below. Proof of insurance and amount of insurance shall be furnished to the Agency prior to the start of the contract period and shall be no less than as identified in the bid solicitation, Section D, Item 7, subsection g (insurance).
