INTRODUCTION PURPOSE AND BACKGROUND The Washington State Department of Commerce hereafter called "COMMERCE, is initiating this REQUEST for PROPOSALS (RFP) to solicit PROPOSALS from firms interested in participating on a project for a seismic study regarding suspected unreinforced masonry building in Washington state. COMMERCE intends to award one contract(s) to provide the services described in this RFP.

4 OBJECTIVES AND SCOPE OF WORK Significant work has already occurred to increase Washington s resilience to withstand earthquakes, yet much work remains to further this effort. The 2018 Legislature directed the Washington Department of Commerce, in cooperation with the Washington State Department of Archeology and Historic Preservation to conduct a statewide study of unreinforced masonry buildings. The report must include a list and maps of suspected unreinforced masonry building (URM), excluding single-family housing. The legislature further directed that the work be produced utilizing existing survey and data sources to the greatest extent possible, including the state s historic resources database. This REQUEST for proposal is released with the intent of procuring a contractor to complete that body of work. The Contractor will be expected to obtain required documentation, as needed, for access to database information for the data gathered.

5 Utilizing the already formed Advisory Committee, create a specific database plan, which must include data dictionaries, building attribute definitions, and a functional specification for future inventories and assessments. The study may incorporate random sampling, site visits, and other means to inform the results. The study must identify the number of unreinforced masonry buildings with vacant or underutilized upper floors. Existing seismic research, in addition to information gathered from stakeholders, may be presented as a framework to inform possible next-step recommendations to the Office of Financial Management and the fiscal committees of the legislature. Statute does not authorize or extend authority to evaluate the individual or collective risk of identified URMs. Contractor schedule for deliverables: Deliverables Date Data dictionaries and database design plan June 22, 2018 Initial data review July 13, 2018 Initial study draft September 19, 2018 Final report / database October 31, 2018 MINIMUM QUALIFICATIONS Minimum qualifications include: Licensed to do business in the State of Washington or provide a commitment that it will become licensed in Washington within thirty (30) calendar days of being selected as the Apparently Successful Contractor.

6 Five (5) years experience inventorying pre-1950 buildings, using government databases to query for construction type, experience with archival materials such as Sanborn insurance maps, and researching photographic /graphic records. in architecture, civil, and/or structural engineering. Five (5) years of experience with International Building Codes and their applications to existing masonry buildings and/or with Seismic Codes and the necessary steps required to identify at risk masonry buildings. COMMERCE RFP No. 19-96507-001 Page 5 of 19 Demonstrated strong database knowledge including development of a database plan, functional specification for the URM, ability to develop dictionaries, required relationships and design capture of a large and complex data set. FUNDING COMMERCE has budgeted an amount not to exceed $175,000 for this project. PROPOSALS in excess of $175,000 will be considered non-responsive and will not be evaluated.

7 Any contract awarded as a result of this procurement is contingent upon the availability of funding. PERIOD OF PERFORMANCE The period of performance of any contract resulting from this RFP is tentatively scheduled to begin on or about June 1, 2018 and to end on October 31, 2018. Amendments extending the period of performance, if any, shall be at the sole discretion of the COMMERCE. COMMERCE reserves the right to extend the contract for two one-year periods. CONTRACTING WITH CURRENT OR FORMER STATE EMPLOYEES Specific restrictions apply to contracting with current or former state employees pursuant to chapter of the Revised Code of Washington. Proposers should familiarize themselves with the requirements prior to submitting a proposal that includes current or former state employees. DEFINITIONS Definitions for the purposes of this RFP include: Apparent Successful Contractor: The consultant selected as the entity to perform the anticipated services, subject to completion of contract negotiations and execution of a written contract.

8 Consultant: Individual or company interested in the RFP and that may or does submit a proposal in order to attain a contract with the AGENCY. Contractor: Individual or company whose proposal has been accepted by COMMERCE and is awarded a fully executed, written contract. COMMERCE: The Department of Commerce is the agency of the state of Washington that is issuing this RFP. proposal : A formal offer submitted in response to this solicitation. Proposer: Individual or company that submits a proposal in order to attain a contract with COMMERCE. REQUEST for PROPOSALS (RFP): Formal procurement document in which a service or need is identified but no specific method to achieve it has been chosen. The purpose of an RFP is to permit the consultant community to suggest various approaches to meet the need at a given price. ADA COMMERCE complies with the Americans with Disabilities Act (ADA).
