2 It is acceptable to consider total household income at or below 200 percent federal Poverty Level (FPL) or 60 percent State Median income (SMI), whichever is greater. However, the maximum eligibility for LIHEAP funding is 60% SMI. Columns C & D show maximum monthly and annual income for households at 60% SMI. Washington State Low-Income Weatherization Program - income eligibility guidelines - Comparison1 - HHS 2017 State Median income Estimates effective October 1, (132% + 3%) x Example: 7 person householdIn accordance with 45 CFR , 60% of State 's estimated median income for a four-person family is multiplied by the following percentages to adjust for LIHEAP: 52% for one person, 68% for two persons, 84% for three persons, 100% for four persons, 116 % for five persons, and 132% for six persons. For each additional household member above six persons, add 3% to the percentage for a six-person household (132% + 3%), and multiply the new percentage by 60% of the State 's estimated median income for a four-person household.
