Annex 1 PEEL AIRPORTS HS ARRANGEMENTS. 1 EXECUTIVE SUMMARY. Background The Health and Safety at Work Act 1974 requires Peel Airports, as an employer, to prepare and regularly review a general policy on health and Safety and to describe its ORGANISATION and arrangements to deliver that policy. Peel Airports is also required by law to consider the health and Safety risks its undertakings present to those affected by its work activities, to assess those risks and, proportionate to the level of risk to eliminate same or to put in place, monitor, maintain and review suitable arrangements to ensure adequate control of those risks. This Safety Document (SD) states Peel Airports' Health and Safety policy, outlines the structures and duties of Peel Airports' ORGANISATION for delivering the policy and provides the framework for Peel Airports' arrangements for managing its health and Safety risks.

5 Staff at all levels should be able to identify from this Document their own key responsibilities for health and Safety , the roles of their managers, staff and specialists, the methods for reporting concerns and the bodies for consultation and decision-making on matters of health and Safety . This SD may be considered as a primary Document in both civil and criminal proceedings relating to Peel Airports of health and Safety risk and staff at all levels must be familiar with the requirements that it places upon them. The SD comprises: a) Peel Airports' statement of policy on health and Safety b) The outline duties of all levels of staff to ensure delivery of the policy. These set out the principles for broad tiers of staff and managers and must be read in the context of specific and general duties defined in job descriptions. c) The structures and functions critical to the delivery of effective HSF risk management system.

6 D) A summary of the arrangements to be put in place for the effective management of health and Safety risks. More detail on these arrangements will be/are included in additional SIs, relating to specific HS issues or the aerodrome SMS. The purpose of the SD is threefold: a) To ensure that the Board of Directors, Chief Executive Officer, Directors, Senior Management and Department Managers have in place a framework for effectively managing health and Safety , which meets with the requirements of the Health and Safety at Work Act 1974, Management Regulations 1999. etc, through internal Peel Airports Management procedures to ensure the health and Safety of staff and others who may be affected by the businesses undertakings. b) To be the primary Document for Peel Airports to convey to ALL staff and 3rd parties its policy and arrangements for general health and Safety linking closely to the SMS within the aerodrome manual.

7 It is a legal duty for the policy to be brought to the attention of all employees this shall be achieved through departmental line management processes that must be evidenced. All employees are also required, by law, to co-operate with their employer on matters of health and Safety . c) To meet the legal requirement to have a policy in place. Desired outcomes The desired outcomes include: To ensure wide access to a clear, identifiable, accessible and authoritative statement of Peel Airports Health and Safety Policy, ORGANISATION and Arrangements To summarise to all staff their duties and obligations for health and Safety and to identify in outline what all staff and 3rd parties can expect in terms of the protection of their health and Safety To describe clearly a high level framework for Peel Airports Safety Management System To assist in the maintenance of good levels of H&S performance and to reduce the risk of work-related accident, injury and ill health to all those effected by Peel Airports undertakings To support risk-based compliance with legal requirements for Health and Safety To support consistent and risk-based responses to health and Safety risk control across aerodromes and services Application This Instruction is divided into three significant parts: Part One.

8 A Policy Statement signed by Steve Gill identifying and confirming his commitment to the health and Safety of all Peel Airports staff and those affected by Peel Airports' work. Part Two: A detailed description of the mandatory duties of the following persons : Chief Executive Officer All Directors / Airport Manager Senior Management Health and Safety Manager Managers / Supervisors All Staff Part Three: Annex 1 identifies the summary health and Safety arrangements Peel Airports has in place. It is intended that detailed SD's relating to the health and Safety arrangements identified will be provided, where necessary. Section 4 of this Instruction identifies the competent advice and services that are provided/available to Peel Airports Management staff including: Health and Safety , HR, Fire and Environmental. Section 5 of this Instruction identifies Peel Airports processes for health, Safety and fire related performance monitoring, governance and assurance processes Mandatory actions All senior managers in Peel Airports are expected to ensure that all staff they manage have the relevant sections of this Instruction, as identified above, shared with them.

9 2. Policy Statement Peel Airports Management Health and Safety Policy Statement General . As the Chief Executive Officer of Peel Airports I am fully committed to the provision of safe and healthy work for all employees and for all those who may be affected by Peel Airports undertakings such as passengers, visitors, aerodrome users and contractors. I recognise that health and Safety is of primary importance to the overall performance of the business and accept that good Safety performance, where risks are effectively managed and accidents, injuries and occupational ill health are reduced as far as is reasonably practicable, will add to the overall performance of the business. Peel Airports values its staff as its most important resource and is committed to ensuring their health and Safety by meeting the requirements of legislation as a minimum and delivering consistently effective levels of health and Safety performance.

10 Peel Airports is a part of Peel Group owning two aerodromes and its infrastructure. As an occupier of these premises, Peel Airports is committed to working closely with the tenants of both aerodromes to ensure that standards of workplace health and Safety are maintained. Peel Airports is also committed to working with all of its contactors and its procurement service to ensure that health and Safety standards are maintained in the procurement and delivery of goods and services required to deliver its services. Peel Airports is increasingly working with 3rd party service providers to deliver its aims and services. It is therefore imperative that the contracting of such services incorporates the same values of Safety and decency for all at all stages from service design and specification through to award and delivery, monitoring and review. Peel Airports expects, and is committed to, effective co-operation on matters of health and Safety with all its contracted service providers and to integrating relevant and appropriate standards of H&S performance within its contracts.
