4 (a-1)AAThe secretaryof stateshallenterintoan agreementwiththe Departmentof PublicSafetyunderwhichinformationin theexistingstatewidecomputerizedvoterreg istrationlistiscomparedagainstinformatio nin the databaseof the DepartmentofPublicSafetyon a monthlybasisto verifytheaccuracyofcitizenshipstatusinfo rmationpreviouslyprovidedon voterregistrationapplications.(d)AAThese cretaryof stateshallprescriberulesfortheadministra tionof thissection.(e)AANot laterthanDecember31 of eachyear,the stateshallprovidea reportto the legislatureof the numberofvoterregistrationscanceledundert hissectionduringthe ,ElectionCode,is amendedbyamendingSubsection(a)andaddingS ubsection(a-1)to readasfollows:(a)AAThesecretaryof thiscodeand Sections[Section] ,GovernmentCode,to the secretarydeterminesthata voteron theregistrationlistis deceasedor hasbeenexcusedor disqualifiedfromjuryservicebecausethe voteris not acitizenor a residentof the countyin whichthe voteris registeredto vote,the secretaryshallsendnoticeof the determinationto:(1)AAthevoterregistrarof thecountiesconsideredappropriateby the secretary;and(2)AAtheattorneygeneral,who shallquarterlyreviewtheinformationto investigatewhethera otherlaw.

5 (a-1)AAThe secretaryof stateis not requiredto sendnoticeunderSubsection(a) for a voterwho is subjectto an , ,ElectionCode,is amendedtoreadas [OFCOMPLAINT]TO ATTORNEYGENERAL.(a)If, afterreceivingor discoveringinformationindicatingthat[a complaintalleging]criminalconductin occurred,the secretaryof statedeterminesthatthereis reasonablecauseto suspectthat[thealleged]criminalconductoc curred,thesecretaryshallpromptlyreferthe information[complaint]to the secretaryshalldelivertothe attorneygeneralall pertinentdocumentsand informationin thesecretary s possession.(b)AAThedocumentsandinformati onsubmittedunderSubsection(a) are not consideredpublicinformationuntil:(1)AAth e secretaryof statemakesa determinationthattheinformation[complain t]receiveddoesnotwarrantaninvestigation; or(2)AAif referredto the attorneygeneral,the attorneygeneralhas completedthe investigationor has madea determinationthattheinformation[complain t] (b),GovernmentCode,isamendedto readas follows:(b)AAOn the thirdbusinessday of eachmonth,the clerkshallsenda copyof the listof personsexcusedor disqualifiedbecauseof citizenshipin the previousmonthto:(1)AAthe voterregistrarof the county;(2)AAthe secretaryof state.

7 (c)AAAn electionofficershallmaintaina registerof spoiledballotsat thepollingplace, electionofficershallenteron the registerthe nameof eachvoterwho returnsa s stateshallcreateand promulgatea formto be usedfor , Chapter65,ElectionCode,isamendedby readas , 2024,equipmentto tabulatevotesmay not be usedif any wirelessconnectivitycapabilityof the equipmenthas not , Chapter66,ElectionCode,isamendedby readas secretaryof stateshalladoptrulesand createa checklistor similarguidelinestoassistthe presidingjudgeof a pollingplacein processingformsand conductingproceduresrequiredby thiscodeat the closingofthe ,ElectionCode,is amendedtoreadas ELECTIONCLERK;CHAINOF CUSTODY.(a)A deliveryof electionrecordsor suppliesthatis to beperformedby thepresidingjudgemaybe performedby an electionclerkdesignatedby the presidingjudge.

8 (b)AAIf the presidingjudgeof a pollingplacedesignatesaclerkto deliverelectionsupplies,thepresidingjudg eshallattestto the designation,and the clerkshallattestto the clerk sacceptanceof stateshallcreateandpromulgatea formto ,ElectionCode,is amendedtoreadas HOURSFOR VOTING.(a)Exceptas providedby Subsection(c),in an electionin whicha countyclerk[or citysecretary]is the [or ],earlyvotingby personalappearanceat the mainearlyvotingpollingplaceshallbe conductedon eachweekdayof[theweekdaysof] the earlyvotingperiodthatis not a legalstateholidayand for a periodof at leastninehours,exceptthatvotingmaynotbe conductedearlierthan6 laterthan9 [duringthe hoursthatthe countyclerk s or citysecretary s mainbusinessofficeis regularlyopenfor business.](b)AAIn an electionto whichSubsection(a) doesnot apply,earlyvotingby personalappearanceat themainearlyvotingpollingplaceshallbe conductedat leastnine[eight]hourseachweekdayof the earlyvotingperiodthatis not a legalstateholidayunlessthe territorycoveredby the electionhas fewerthan1, thatcase,the votingshallbe conductedatleastfour[three] ,or thecountyclerkif thatpersonis theearlyvotingclerk,shalldeterminewhichh oursthe votingis to be conducted.

9 (c)AAIn a countywitha populationof 30,000[100,000]ormore,the votingin a primaryelectionor the generalelectionforstateandcountyofficers shallbe conductedat themainearlyvotingpollingplacefor at least12 hourson eachweekdayof thelastweekof the earlyvotingperiod,and the votingin a specialelectionorderedby thegovernorshallbe conductedat at least12 hourson eachof the lasttwo daysof the not be conductedearlierthan6 laterthan9 conductedin accordancewiththissubsectionin thoseelectionsin a countywitha populationunder30,000[100,000]onreceiptb y theearlyvotingclerkof a writtenrequestfortheextendedhourssubmitt edby at least15 registeredvotersof requestmustbe submittedin timeto (d)AAA voterwho has not votedbeforethe scheduledtimeforclosinga pollingplaceis entitledto voteafterthattimeif thevoteris in lineat the pollingplaceby secretaryof stateshallpromulgateany materialsand provideany trainingtopresidingjudgesnecessaryto properlyprocessvotersunderthissubsection [Inan electionorderedby a city,earlyvotingbypersonalappearanceat the mainearlyvotingpollingplaceshallbeconduc tedfor at least12 hours:[(1)AAon oneweekday,if theearlyvotingperiodconsistsof lessthansix weekdays;or[(2)AAon twoweekdays,if theearlyvotingperiodconsistsof six or moreweekdays].]]
