3 (d-1)AAIf the noticeindicatesthata voterno longerresidesin the countyin whichthe voteris registered,the registrarshallforwardthenoticeandthevote r s originalapplicationforregistrationto theregistrarof thecountyin ensurethatthevoter s existingregistrationis canceledimmediatelyafterthevoteris registeredin thecountyin whichthevoterresidesinaccordancewithSubs ection(d-2).(d-2)AAA registrarwhoreceivesa voter s noticeandapplicationfromanotherregistrar underSubsection(d-1)shalltreatit as an originalapplicationfor ,andshallregisterthevoterif thevoterresidesin thecountyand is ,ElectionCode,is amendedtoreadas UNLAWFULVOTINGOR REGISTRATION[TOPROSECUTOR].

4 [(a)]If the registrardeterminesthata personwhois not eligibleto voteregisteredto voteor [a registeredvoter]votedin an election,the registrarshallexecuteand deliverto theattorneygeneral,thesecretaryof state,andthecountyordistrictattorneyhavi ngjurisdictionin the territorycoveredbythe electionan affidavitstatingthe relevantfacts.[(b)AAIf theelectioncoversterritoryin morethanonecounty,theregistrarshallalsod eliveran affidavitto theattorneygeneral.] ,ElectionCode,is (a) and addingSubsections(a-1),(d),and (e)to readas follows.

5 (a)AAAftertheregistrarreceivesnotificati on[a list]underSubsection(a-1)of thissection, thiscode,or ,GovernmentCode,of personsexcusedordisqualifiedfromjuryserv icebecauseof citizenshipstatusornotificationof personswho indicatea lackof citizenshipstatusin connectionwitha motorvehicleor Departmentof PublicSafetyrecord,the registrarshalldeliverto eachregisteredvoterwhosenameappearson thelista writtennoticerequiringthevotertosubmitto the registrarproofof UnitedStatescitizenshipin theformof a certifiedcopyof the voter s birthcertificate,UnitedStatespassport.

6 Or certificateof naturalizationor any otherformprescribedby the secretaryof noticeshallbe deliveredby forwardablemailto themailingaddresson thevoter sregistrationapplicationand to any new addressof the voterknownto the registrar.(a-1)AAThe secretaryof stateshallenterintoan agreementwiththe Departmentof PublicSafetyunderwhichinformationin theexistingstatewidecomputerizedvoterreg istrationlistiscomparedagainstinformatio nin the databaseof the DepartmentofPublicSafetyon a monthlybasisto verifytheaccuracyofcitizenshipstatusinfo rmationpreviouslyprovidedon voterregistrationapplications.

7 (d)AAThesecretaryof stateshallprescriberulesfortheadministra tionof thissection.(e)AANot laterthanDecember31 of eachyear,the stateshallprovidea reportto the legislatureof the numberofvoterregistrationscanceledundert hissectionduringthe ,ElectionCode,is amendedbyamendingSubsection(a)andaddingS ubsection(a-1)to readasfollows:(a)AAThesecretaryof thiscodeand Sections[Section] ,GovernmentCode,to the secretarydeterminesthata voteron theregistrationlistis deceasedor hasbeenexcusedor disqualifiedfromjuryservicebecausethe voteris not acitizenor a residentof the countyin whichthe voteris registeredto vote,the secretaryshallsendnoticeof the determinationto:(1)AAthevoterregistrarof thecountiesconsideredappropriateby the secretary.

8 And(2)AAtheattorneygeneral,whoshallquart erlyreviewtheinformationto investigatewhethera otherlaw.(a-1)AAThe secretaryof stateis not requiredto sendnoticeunderSubsection(a) for a voterwho is subjectto an , ,ElectionCode,is amendedtoreadas [OFCOMPLAINT]TO ATTORNEYGENERAL.(a)If, afterreceivingor discoveringinformationindicatingthat[a complaintalleging]criminalconductin occurred,the secretaryof statedeterminesthatthereis reasonablecauseto suspectthat[thealleged]criminalconductoc curred,thesecretaryshallpromptlyreferthe information[complaint]to the secretaryshalldelivertothe attorneygeneralall pertinentdocumentsand informationin thesecretary s possession.

9 (b)AAThedocumentsandinformationsubmitted underSubsection(a) are not consideredpublicinformationuntil:(1)AAth e secretaryof statemakesa determinationthattheinformation[complain t]receiveddoesnotwarrantaninvestigation; or(2)AAif referredto the attorneygeneral,the attorneygeneralhas completedthe investigationor has madea determinationthattheinformation[complain t] (b),GovernmentCode,isamendedto readas follows:(b)AAOn the thirdbusinessday of eachmonth,the clerkshallsenda copyof the listof personsexcusedor disqualifiedbecauseof citizenshipin the previousmonthto:(1)AAthe voterregistrarof the county;(2)AAthe secretaryof state.

10 And(3)AAtheattorneygeneralandthecountyor districtattorney[,as applicable,]foran investigationof whetherthepersoncommittedan ,ElectionCode, (b)and (c),GovernmentCode, amendedto readas follows:(b)AAOn the thirdbusinessday of eachmonth,the clerkshallsend[to the voterregistrarof the county]a copyof the listofpersonsexcusedor disqualifiedin the previousmonthbecausethepersonsdo not residein the countyto:(1)AAthe voterregistrarof the county;(2)AAthe secretaryof state;and(3)AAtheattorneygeneralandtheco untyor districtattorneyforan investigationof ,ElectionCode,or otherlaw.
