2 (c)AAThecommissionerby ruleshallestablishthegradelevelsat whicha teacherprovidesinstructionto be eligibletoparticipatein a makingthedetermination,thecommissionersh allincludegradelevelsforwhichthe StateBoardof (h-2).(d)AAEachcivicstrainingprogramdeve lopedunderSubsection(a) mustbe reviewedand approvedby the StateBoardof boardshallannuallyrevieweachprogram.(e)A AEachschooldistrictand open-enrollmentcharterschoolshallensuret hateachdistrictor schoolcampusthatoffersa gradeleveldescribedby Subsection(c) has at leastone teacherand oneprincipalor campusinstructionalleaderwho has attendeda schooldistrictsand open-enrollmentcharterschoolsin complyingwiththerequirementsof thissubsection.

3 (f)AAFromfundsavailableforthatpurpose,a teacherwhoattendsa civicstrainingprogrammay receivea stipendin an amountdeterminedby stipendreceivedunderthissectionis not includedin determiningwhethera districtis payingthe teacherthe (g)AAThe commissionermay delayimplementationof Subsection(e) to a schoolyearnot laterthanthe 2025-2026schoolyearif therevisionof (h-2)or the availabilityofcivicstrainingprogramsdoes not occurin a mannerthatreasonablyaffordspublicschools the abilityto complywiththatsubsectionby an , (h-2),EducationCode,as ,Actsof the 87thLegislature,RegularSession,2021,and effectiveSeptember1, 2021,is amendedto readas follows:(h-2)AAIn adoptingthe essentialknowledgeand skillsfor thesocialstudiescurriculumforeachgradele velfromkindergartenthroughgrade12,theSta teBoardof Educationshalladoptessentialknowledgeand skillsthatdevelopeachstudent s civicknowledge,including:(1)AAan understandingof:(A)A[(1)]AAthefundamenta lmoral,political,andintellectualfoundati onsoftheAmericanexperimentinself-governm ent;(B)A[(2)]AAthehistory,qualities,trad itions,and featuresof civicengagementin the UnitedStates;(C)A[(3)AAthe historyof NativeAmericans;[(4)]AAthestructure,func tion,andprocessesofgovernmentinstitution sat the federal,state,and locallevels.]
