2 It is intended to provide operational guidance for Coast Guard personnel and is not intended to, nor does it, impose legally-binding requirements on any party outside the Coast Guard. 5. MAJOR CHANGES. These POLICY changes reflect new requirements in conducting the periodic physical Operating Materials and Supplies (OM&S) inventory. Internal processes and PROCEDURES are to be updated to comply with these POLICY changes. The major changes include: a. Removed the name of any specific inventory management system. Added validation of OM&S item price as a required procedure when conducting a physical inventory. d. Reduced time standard of the Statistical Random Sample to 15 days. e. Changed time requirement for wall-to-wall inventory to be complete within 20 days when a unit fails two consecutive statistical random samples. f. Added the authority of the Physical Inventory Control Officer, Commanding Officer, Officer in Charge, or Commandant (CG-441) to require a Statistical Random Sample, Spot Count, or Wall-To-Wall inventory when deemed appropriate. 6. IMPACT ASSESSMENT. This POLICY does not impose new tasking or change existing tasking to operational commands. 7. ENVIRONMENTAL ASPECT AND IMPACT CONSIDERATIONS. a. The development of this POLICY has been thoroughly reviewed by the originating office in conjunction with the Office of Environmental Management, and is categorically excluded (CE) under current USCG CE # 1 from further environmental analysis, in accordance with Section and Figure 2-1 of the National Environmental POLICY Act Implementing PROCEDURES and POLICY for Considering Environmental Impacts, COMDTINST (series).

4 Because this POLICY contains guidance on, and provisions for, managing Coast Guard enterprise requirements and this is a routine administrative activity, Coast Guard categorical exclusion #1 is appropriate. b. This directive will not have any of the following: significant cumulative impacts on the human environment; substantial controversy or substantial change to existing environmental conditions; or inconsistencies with any Federal, State, or local laws or administrative determinations relating to the environment. All future specific actions resulting from the general policies in this must be individually evaluated for compliance with the National Environmental POLICY Act (NEPA), DHS and Coast Guard NEPA POLICY , and compliance with all other environmental mandates. 8. To achieve the revision a large IPT representing all major stakeholders was chartered and charged with making this MANUAL more effective and user friendly. While making the MANUAL larger and more bulky, the IPT added several enclosures that contain information that is not readily available at some of the Coast Guard s more remote locations.

Reflects the policies and PROCEDURES for Materiel Management of Coast Guard assets below the wholesale level. d. Chapter 4. This chapter provides policies and PROCEDURES on how to package, handle, store, and transport Coast Guard inventory. e. Chapter 5. This chapter provides information on procuring, accountability, using, and disposing of fuel within the Coast Guard. 6. ENCLOSURES. In addition to the Acronyms and Abbreviations and Glossary located in the enclosures, other SUPPLY information has been added to the enclosures that will provide units with useful and beneficial information to assist during daily operations.

10 7. PROCEDURES . This MANUAL is available on CD-ROM, the Coast Guard Intranet, CG Central, and a hardcopy will be provided on request. Coast Guard users may order additional copies of this MANUAL , using PROCEDURES described in the Directives, Publications, and Report Index, COMDTNOTE 5600. 8. ENVIROMENTAL ASPECT AND IMPACT CONSIDERATIONS. Environmental considerations were examined in the development of this notice and have been determined not to be applicable. 9. FORMS. Required forms for this MANUAL are included in enclosure G, Forms and Labels. The majority of the forms are available in the Coast Guard ADOBE Forms Library or can be ordered in accordance with PROCEDURES stated in the Catalog of Forms, COMDTINST (series).
