With the exception ofthe Stategic Systems Project Office and the Naval FacilitiesEngineering Command, its use is required by reference (a) for allelements of the Naval Material Command involved in the management,acquisition, maintenance, and control of technical manuals and relatedtechnical documents. Use of the Guide will assist responsibleactivities within each System Command to comply with the requirementsof the TMINS as implemented by reference (a). 8 The Guide and Index supports the imple-mentation of the NAVMAT TMINS as established by NAVNAT Instruction manuals (TMs) are defined (by DoDINST ) as ".. other forms of documentation containing a description of defense material withinstructions for effective use. They will normally include operational instruc-tions; maintenance instructions; parts lists or parts breakdown; and related tech-nical information or procedures exclusive of administration procedures. Othercategories of technical publications may be classified as TMs upon determinationby using DoD Components."This definition is interpreted by NAVMAT to include any publication, or otherform of documentation, used to install, operate, maintain, test, repair or providelogistic support for Naval weapons systems or defense material.
9 In this context,examples of TMs include installation, operation, and maintenance manuals (for alllevels of support), system and subsystem manuals, check-off cards and sheets, al-teration or modification instructions, troubleshooting procedures and aids, lubri-cation charts and procedures, technical bulletins, equipment training manuals andaids, and parts lists and TMINS has been developed as a means of providing a unique identificationfor all such documentation. Further, TMINS has been designed and is intended, inthe long term, to identify and group all documents that pertain to a given subject,system or equipment such that users are easily able to reference all related pub-lications that apply to that subject, system or equipment. Consequently, a TMINS number may be assigned to any document when it is desirable to integrate that docu-ment into the Ships technical Publications System (STEPS) management informationsystem and related indexes in order to group it with any like documents or to main-tain visibility and control over its stated in NAVMATINST , implementation of the NAVMAT Standard Tech-nical manual Numbering System is the responsibility of the System applications of this Guide and Index, and its contents within their respec-tive System Commands is the responsibility of NAVAIR-04A4, NAVELEX-8122,NAVSEA-05L3, and NAVSUP OriginalTMINS Guide OOOO-OO-IDX-OOO/TMINS Forewordand IndexThe Commander, Naval Sea Systems Command (SEA-05L3)
