The R stands for rule with a sequential numbering and lettering systemseparated into subsections. HISTORICAL NOTES AND EFFECTIVE DATESH istorical notes inform the user when the last time a Section wasupdated in the ADMINISTRATIVE code . Be aware, since the Officepublishes each quarter by entire chapters, not all Sections areupdated by an agency in a supplement release.

Other exemptions may require an agency to propose exemptrules at a public hearing. EXEMPTIONS AND PAPER COLORIf you are researching rules and come across rescinded chapters ona different paper color, this is because the agency filed a Notice ofExempt Rulemaking. At one time the office published exempt ruleson either blue or green paper. Blue meant the authority of theexemption was given by the Legislature; green meant the authoritywas determined by a court order.
