2 The next municipal elections will be held on the 3 August every municipal elections a nationwide Programme of Councillor Induction is undertaken based on previous resolutions adopted by municipalities as follows: The SALGA National Conference held on 29 August to 1 September 2011 in KwaZulu Natal mandated SALGA to attend to various capacity building initiatives. In particular with regards to Councillor Induction , the conference resolved on the following: SALGA to co-ordinate and develop a Councillor Training Programme .

3 To give effect to these resolutions, SALGA delivered the Councillor Induction Programme consequent to the April 2006 and May 2011 municipal elections. 2. Councillor Induction Programme OBJECTIVESFrom inception the objectives of the Councillor Induction Programme are to ensure that the newly elected councillors are capacitated with general understanding of the following:3 The Integrated Councillor Induction Programme (ICIP)The Integrated Councillor Induction Programme (ICIP) Their Leadership Roles; Legislation that is applicable to Local Government; Key Municipal Processes.

4 Developmental Local Government and Service the year 2016, this Programme has assumed a new name called Integrated Councillor Induction Programme (ICIP). The ICIP caters for newly elected and returning councillors. For newly elected councillors contact sessions are arranged over 5 consecutive days to orientate them on their roles and responsibilities and for returning councillors a refresher Induction is offered with the option of delivering it through contact sessions or over an e-learning RATIONALE FOR THE Councillor Induction REVAMPThe generic Councillor Induction Programme (CIP)

5 Has been revamped and is now referred to as the SALGA Integrated Councillor Induction Programme (ICIP offered through SALGA Centre for Leadership and Governance (SCLG). The imperative for the harmonization of the CIP (coupling to municipal and portfolio based Induction , e-learning, theoretical and practical learning) from a generic stand-alone training module stems from the political, social, legislative and the vastly increased use of technology, including social media, which has evolved the environment in which councillors carry out their responsibilities.)

6 4 The Integrated Councillor Induction Programme (ICIP)The Integrated Councillor Induction Programme (ICIP)Further to that, the input of the productive engagements held with stakeholders and implementation partners in the appraisals of the 2011 CIP also gave rise to the ICIP and also inspired the SALGA conceptual framework that articulates the learning pathway for Councillor MAIN FEATURES OF THE 2016 ICIP The revamped 2016 ICIP has the following features: It is an accredited LGSETA Programme , whereby an NQF Level 3 & 5 certificate of competence will be awarded to a Councillor upon successful completion; Twinning of facilitators is envisaged, ensuring a blend of NQF aligned theory and local government experienced facilitators are assigned to train councillors.

7 Training delivery is enhanced through an online Learner Management System (LMS) that will enable councillors to register and complete an online skills profile for the purposes of identifying training needs. An online training delivery methodology for re-elected councillors to undertake a refresher Induction training, whilst a face to face training delivery methodology will be retained for newly elected councillors. 5 The Integrated Councillor Induction Programme (ICIP)The Integrated Councillor Induction Programme (ICIP)5.

SALGA Councillor Induction CONTEXTUAL FRAMEWORKThe 2016 Integrated Councillor Induction Programme (ICIP) appreciates the journey of Councillor Induction as a series of chapters which is best expressed via the Inductive Learning Pathway diagram.

9 The Inductive Learning Pathway is the foundation for the Macro Learning pathway and has a 3 phased approach as outlined GENERIC Councillor Induction SALGA will coordinate the 2016 Councillor Induction Programme through the SALGA Centre for Leadership and Governance (SCLG) as its implementation arm for leadership development. 7 The Integrated Councillor Induction Programme (ICIP)The Integrated Councillor Induction Programme (ICIP) This Induction is an integral part of the Macro Learning Pathway as it represents the first in a series of learning interventions that will be afforded to every Councillor during the term of office in order to build their existing capacity and develop a future pipeline of leaders The 2016 ICIP is structured in such a way that the initial 5 day orientation engagement is an integral part of the formal learning journey of a Councillor that articulates into a full qualification as
