The provisions of these Specifications shall apply on all construction contracts entered into by the Vermont Agency of Transportation . Variations from these Specifications will not be permitted except as provided for by Supplemental Specifications or Project Special Provisions includedin the specified and estimates are approved by the Agency with the understanding that the workcovered by such Plans and estimates is to be performed or contracted in accordancewith these Specifications and any Supplemental Specifications and Project SpecialProvisions included in the contract.
