First, because of the demand for early inter-vention personnel in many states (Burke, McLaughlin, & Valdiviesco, 1988; Meisels,Harbin, Modigliani, & Olson, 1988; Department of Education, 1992; Yoder, Coleman,& Gallagher, 1990), professionals are often faced with the challenge of acquiring or re-fining the competencies needed to deliver early intervention services. Key features ofIDEA, specifically of Part H, directly influence the specific competencies that profession-als must possess. Many of these competencies ( , building relationships, collaboration,teamwork, service coordination) are required across a range of early intervention roles,settings, and tasks (Kontos & File, 1992).
