Presidential Documents Federal RegisterVol. 58, No. 190 Monday, October 4, 1993 Title 3 The PresidentExecutive order 12866 of September 30, 1993 Regulatory Planning and ReviewThe American people deserve a regulatory system that works for them,not against them: a regulatory system that protects and improves their health,safety, environment, and well-being and improves the performance of theeconomy without imposing unacceptable or unreasonable costs on society;regulatory policies that recognize that the private sector and private marketsare the best engine for economic growth; regulatory approaches that respectthe role of State, local, and tribal governments; and regulations that areeffective, consistent, sensible, and understandable.
The Vice President is the principal advisor to the President on, and shall coordinate the development and presentation of recommendations concerning, regulatory policy, planning, and review, as set forth in this Executive order. In fulfilling their responsibilities under this Executive order, the President and the Vice President shall be assisted
