OCTOBER 16, 2000 FEMA MANUAL FEMA Financial Management Codes OCTOBER 2000 2-1 Chapter 2 Financial Management Codes (Non-Disaster) 2-1. introduction . The CY Financial Management Codes are comprised of two separate sections. The first section of the code , the FUND code , has up to three characters and indicates the appropriation/fund charge. The second part, the PROGRAM code , contains four to six characters that designate the budget program (see paragraph 1-7 for further explanation of the FUND code and the PROGRAM code ). Section of this chapter includes PROGRAM Codes for all FEMA funds except for disaster-related funds ( , the Disaster Relief Fund, the disaster loan accounts, the disaster-related Bequests and Gifts Fund (Cora Brown), and the Disaster Assistance for Unmet Needs fund).
