October 2015 Model SCM Policy for Infrastructure Procurement and delivery management for use by organs of state which are in terms of the Public Finance management Act required to implement the National Treasury Standard for Infrastructure Procurement and delivery management The National Treasury Instruction No. 4 of 2015/16 prescribes through the National Treasury Standard for Infrastructure Procurement and delivery management : (a) minimum requirements for the following matters as applied to Infrastructure delivery management : institutional arrangements; demand management ; acquisition management ; contract management ; logistics management ; disposal management ; reporting of supply chain management information; regular assessment of supply chain management performance; and risk management and internal control; and (b) a control framework for the planning, design and implementation of Infrastructure projects and Infrastructure Procurement .
