PHEP Capabilities and Preparedness and Response Core Competencies: Two Approaches for Applying Organizational-Level Competencies to Public Health Preparedness INTRODUCTION This document presents a summary of organizational-level competencies for the PHEP Capabilities . There are two tables. Table 1 is organized by the three resource elements used in the PHEP Capabilities Standards (CDC, March, 2011): 1) planning; 2) skills and training; and 3) equipment and technology. The goal is to provide organizations with an overview of organization- and team-level competencies to assist in planning activities and measuring performance. The Skills/Training column both reflects training that may be appropriate for all staff, teams, or certain individuals and provides organizations a way to see the range of skills and trainings necessary to achieve the capability standards in their jurisdictions. The broad themes that emerged from this exercise resonate with the seven organizational competencies identified in The Public Health Competency ~ Visionary Leadership ~ Partnership & Collaboration ~ Communication ~ Systems Thinking ~ Information Management ~ Promoting Health/Preventing Disease ~ Assessment, Planning, & Evaluation These competencies are: All seven organizational competencies are important for each of the 15 Preparedness Capabilities .
