TO ALL: ACCOUNTING OFFICERS OF DEPARTMENTS AND constitutional institutions ACCOUNTING AUTHORITIES OF PUBLIC ENTITIES LISTED IN SCHEDULES 2 AND 3 TO THE PFMA HEAD OFFICIALS OF PROVINCIAL TREASURIES NATIONAL TREASURY INSTRUCTION NO. 02 OF 2016/2017 COST CONTAINMENT MEASURES 1 PURPOSE This Treasury Instruction repeals Treasury Instruction No. 1 of 2013/2014 on Cost Containment Measures and introduces revised cost containment measures for DEPARTMENTS , constitutional institutions and public entities listed in Schedules 2 and 3 to the Public Finance Management Act (PFMA), 1999 (Act No. 1 of 1999). Cost containment measures applicable to executive authorities will be prescribed in the revised Ministerial Handbook. 2 BACKGROUND Section 38(1)(b) of the PFMA requires ACCOUNTING OFFICERS of DEPARTMENTS and constitutional institutions to be responsible for the effective, efficient, economical and transparent use of their respective institutions resources.
