It was created by a compact between the two States in 1921 for the development of transportation facilities and the promotion and protection of commerce in the New York/New Jersey metropolitan region. At the top of the organization is the twelve-member Board of Commissioners, appointed by the Governors of New York and New Jersey. There are six members from each state who serve for six-year overlapping terms.
