5.1.1 Purpose of On-the-Job Training Program The Federal Highway Administration (FHWA) as directed by the United States Code of Federal Regulations (USC), Title 23 requires all state highway agencies to establish and utilize On-the-Job Training (OJT) on federally funded construction projects.
