Alpha is the probability of obtaining a false positive with the statistical test. That is, it is the probability of rejecting a true null hypothesis. The null hypothesis is usually that the parameters of interest (means, proportions, etc.) are equal. Since Alpha is a probability, it is bounded by 0 and 1. Commonly, it is between 0.001 and 0.10
