Chapter 6 Water Quality-Based Effluent Limits Numeric Criteria Numeric water quality criteria are values expressed as levels, constituent concentrations, toxicity units (see discussion of whole effluent toxicity below), or numbers deemed necessary to protect designated uses. These criteria often form the basis for NPDES WQBELs.
