The provisions of this Chapter shall govern the conduct of all construction or demolition operations with regard to the safety of the public and property. For regulations relating to the safety of persons employed in construction or demolition operations, OSHA standards shall apply.

4 No changes made in the 2014 code . Responsibility for safety. Nothing in this Chapter shall be construed to relieve persons engaged in construction or demolition operations from complying with other applicable provisions of law, nor is it intended to alter or diminish any obligation otherwise imposed by law on any party engaged in a construction or demolition operation, including but not limited to the owner, construction manager, general contractor, sub-contractors, material men, registered design professionals, or other party [involved in a construction or demolition project] to engage in sound design and engineering, safe construction or demolition practices, including but not limited to debris removal, and to act in a reasonable and responsible manner to maintain a safe construction or demolition site.

The 2008 code phrase involved in a construction or demolition project is revised in the 2014 code to become any party engaged in a construction or demolition operation, including but not limited to in order to make the sentence clearer and reflect terminology utilized in the 2014 code . The term contractors is changed to sub-contractors to reflect terminology utilized in the 2014 code . Fire code . In addition to the requirements of this Chapter , construction or demolition operations shall also be conducted in conformance with the New york city Fire code . No changes made in the 2014 code . Manufacturer specifications. All equipment shall be used in accordance with the specifications of the manufacturer, where such New section added to the 2014 code ; codifies best practice to follow manufacturer specifications.

7 Contractors, construction managers, and subcontractors engaged in [ Building work] construction or demolition operations shall institute and maintain all safety measures required by this Chapter and provide all equipment or temporary construction necessary to safeguard [all persons and] the public and property affected by such contractor s operations. Revisions made to reflect terminology utilized in the 2014 code , for example Building work has been changed to construction or demolition operations. In addition, this section has been revised to clarify that the requirement to provide safety measures applies only to those safety measures required by the Chapter . The provision concerning equipment or temporary construction necessary to safeguard remains a universal requirement, although the terminology has been changed from all persons and property to the public and property to reflect the global terminology utilized throughout the Chapter .

8 Please note: In addition to Chapter 33, other chapters of the Construction Codes impose safety measures. Further, state and federal regulations may also apply.
