2 Teaching MethodsIDENTIFIERS*Hawkins Stafford Act 1988 ABSTRACTPart of a 3-year study of the Chapter 1 Neglected orDelinquent (Chapter 1 N or D) Program, which provides compensatoryeducation services to youth in state-operatedjuvenile and adultcorrectional facilities, this report presents descriptivefindings inthe following five areas: (1) characteristics ofyouth;(2)correctional education; (3) Chapter 1 N or D Program operations;(4)characteristics of teachers and instruction; and(5) administrationof the Chapter 1 N or D Program. The study gatheredinformationthrough reviews of extant information and a series of mail surveysand site visits.
3 Findings indicate that mostparticipants are male,black, from urban areas, and unemployed at the timeof theircommitment; and they averaged one prior at youth facilities was less crowded than atadultfacilities, and both levels have pragmatic educationalgoals. Chapter1 N or D teachers and regular classroom teachers havesimilarexperience, certification, status, andjob select materials on the basis of student achievement, usestandardized test scores in instructional decisionmaking, andprovide immediate feedback on student ofthese programs is complicated by ttle number anddiversity of kinds ofagencies involved, and the small amount of timedevoted toadministration.
