By Order of the Secretary of the air force , this Guidance Memorandum immediately implements changes to AFI 11-402, Aviation and Parachutist Service, Aeronautical Ratings and Aviation Badges. Compliance with this memorandum is mandatory. To the extent its directions are inconsistent with other air force publications, the information herein prevails IAW AFI 33-360, Publications and Forms Management. 2. Make changes as follows/change paragraphs to read: Throughout change from ACIP to Aviation Incentive Pay and change CEFIP to Critical Skills Incentive Pay.

2 Member is a rated officer assigned to an inactive flying UMD position and continues to receive conditional Aviation Incentive Pay. Aeronautical orders that establish an aviation service period for Career Enlisted Aviators will contain an indefinite termination date (03 Aug 3888), regardless of Date of Separation, Expiration Term of Service, or retirement. DELETED For rated officers and Career Enlisted Aviators approved for jump status, the aeronautical order will reflect the termination date of jump status; however, the Aviation Resource Management System will reflect the next aviation phase point (gate/indefinite for career enlisted aviator) as the termination date of aviation status. Host Aviation Resource Management offices may publish an AF Form 1887, Aeronautical Order (PA) Aviation Service to place rated officers or Career Enlisted Aviators on jump status in lieu of an Aviation Resource Management System generated aeronautical order to prevent changing flying anniversary termination dates in the Aviation Resource Management System.

3 Jump incentive pay terminates on the last effective date of the aeronautical order (if otherwise qualified), unless a new aeronautical order will be published for continued parachutist service with no change to the effective date of the aeronautical order (reenlistments or PCS to another parachutist flying assignment). Applicable to Whom. Rated policy applies to USAF active duty and USAF aviators who are active members of the ARC. Under 10, 8691, the USAF may award aeronautical ratings (exceptions are noted in Chapter 7). The following are the USAF aeronautical ratings: Eligibility for Award of USAF Ratings. A USAF aviator who completes USAF formal Undergraduate Flying Training or AF designated equivalent training, is eligible for a USAF rating. Table Mandatory Requirements for Award of Aeronautical Ratings. Add Note 24 to Column B, applies to Lines 11 through 17. Note 24.

4 (ADDED) Enlisted Pilots. The mandatory requirements for permanent award of the Senior Remotely Piloted Aircraft Pilot badge is that they must meet the required 5-skill level and 7-skill level for the Command Remotely Piloted Aircraft Pilot Badge. (T-0) Applicable to Whom. These procedures apply to all USAF aviators who hold a current USAF aeronautical rating or are enrolled in Undergraduate Pilot, Remotely Piloted Aircraft Pilot, Combat Systems Officer, Air Battle Manager, Flight Surgeon, Observer or training. Procedures apply to all Career Enlisted Aviator aircrew members identified by AFSCs 1 AXXX (Aircrew Operations career field) or 1 UXXX or other AFSCs approved for Career Enlisted Aviator aviation service by AF/A3TM, and civilian government employees who fly USAF aircraft. Delete Use the ASD to determine the 10-, 15-, 20-, and 25-year aviation service anniversaries (gates) for CSIP entitlement. DELETED Inactivate a Career Enlisted Aviator from aviation service if the member is approved and accepted for any Special Duty Identifiers (SDI) and the following Reporting Identifiers (RI): 9C000-CMSgt of the air force ; 9E000-Command Chief; 9G100-Group Superintendent; 9L000-Interpreter/Translator; and 9S100-Technical Applications Specialist.

5 If the member s application for special duty is approved, the member's classification and training office or unit of assignment must submit the approval paperwork to the servicing Host Aviation Resource Management office. Include the approval date and class start date or assignment date to the special duty assignment (if no class is required). The Host Aviation Resource Management office will publish an aeronautical order assigning Flying Status Code J (inactive) effective the Date Initially Entered Retraining, class start date, or date reassigned to the new AFSC/SDI/RI, whichever occurs first, and forward a copy of this aeronautical order to AF/A3TF (Career Enlisted Aviator CFM). Exception: N/A for Career Enlisted Aviators fulfilling 9G100-Group Superintendent positions that require flying. Without formal notification and upon receipt of the Military Personnel System to Aviation Resource Management System interface report with the DAFSC change (if it includes effective date of change), Host Aviation Resource Management offices will publish the aeronautical order IAW AFI 11-401.

6 Note: For Career Enlisted Aviators in patient status, base DAFSC 9P000 disqualification status on actual date of medical disqualification IAW paragraph (T-1) MAJCOMs may authorize operational or indoctrination flying for Career Enlisted Aviators assigned to Operations Group (OG) Superintendent (9G100) and Command Chief Master Sergeant (9E000) positions on a case-by-case basis. MAJCOMs must consider assigned aircraft and prior aircrew experience and qualification when approving operational flying. Attach individuals approved for operational or indoctrination flying to a flying unit within the assigned Operations Group. These members will not perform flying duties on aircraft not assigned or chopped to the assigned Operations Group. (T-1) MAJCOMs will direct the servicing Host Aviation Resource Management office to assign Flying Activity Code H in the Aviation Resource Management System for individuals approved for operational flying.

7 (T-1) To retain the 1 AXXX or 1 UXXX AFSC and the entitlement to Critical Skills Incentive Pay, Career Enlisted Aviators are approved for special duty assignment tours, not to exceed 36 months from the effective date of the Flying Status Code J aeronautical order. Exception: Submit requests for extensions beyond 36 months to the Career Enlisted Aviator CFM for RegAF and to the Career Enlisted Aviator MFM for the ARC. Terminate aeronautical orders for Career Enlisted Aviators without a projected assignment to flying related duties. Members are not required to submit a voluntary disqualification request; disqualifications in these cases are effective 36 months from the effective date of the Flying Status Code J aeronautical order. The servicing Host Aviation Resource Management office will publish an aeronautical order to assign ASC 08 (Disqualified--Voluntary Request) effective the first day of the 37th month. (T-1) Note: Do not count time assigned as an Operations Group Superintendent (9G100) in an active flying position towards the 36-month period.

8 DELETED 1 AXXX/1U0XX Career Enlisted Aviators will wear the airman aircrew member basic badge upon award of the 1AX3X/1U03X AFSC, prior to meeting the requirements for permanent award (paragraph ). When the member satisfies requirements for permanent award, publication of the aeronautical order is authority to continue the wear of the specified badge. (T-0) DELETED Delete Remotely Piloted Aircraft sensor operator badge from note. (ADDED) Remotely Piloted Aircraft Enlisted Pilots may wear the Remotely Piloted Aircraft Pilot basic badge upon award of the 1U13X DAFSC, prior to meeting the requirements for permanent award (see Table ). When the member satisfies requirements for permanent award, publication of the aeronautical order is authority to continue the wear of the Remotely Piloted Aircraft Pilot badge. (T-0) Award of Rated Aviation Badges to US air force Aviators. The USAF rated aviation badges correspond to USAF aeronautical ratings.

9 USAF aviators must satisfy all applicable eligibility criteria listed in Table before the Host Aviation Resource Management office or AF/A3TM will publish the aeronautical order to authorize the rating. The aeronautical order awarding the aeronautical rating constitutes authority to wear the badge. Dual-rated aviators may wear a previously awarded badge with the most current rating (badge) placed above the previously awarded badge. Permanently award the basic aircrew member badge to a Career Enlisted Aviator or other nonrated aircrew member effective the date he or she satisfies the requirements listed in Table , or meets one of the requirements in paragraphs (T-0) As of 29 Jul 03, the effective dates for advanced badges are the 7- and 15-year anniversary dates respectively, if all other requirements were satisfied. If a member does not satisfy requirements by the 7- or 15-year anniversary, the effective date will be the date the member satisfied all requirements.

10 For award of advanced badges, non-rated or non-Career Enlisted Aviator members must satisfy a prorated share of flying hours to credit a month of operational flying IAW DoD Financial Management Regulation, Volume 7A, Chapter 22 when initiating or terminating aviation service. Rated officer advanced badges are based on flying hours or Operational Flying Duty Accumulator credit. Table Mandatory Requirements for Permanent Award of Aviation Badges.
