4 INTRODUCTIONWhat is ATEX? ATEX is the acronym for ATmosphere EXplosive , ,explosive atmosphere. An explosive atmosphere is a mixture of flammable gases,vapours, mists or dusts with air, under specific atmosphericconditions in which, after ignition has occurred, combustionpropagates to the flammable mixture. In order for a potentially explosive atmosphere to form, theflammable substances must be present in a certainconcentration. If the concentration is too low (lean mixture) ortoo high (rich mixture), no explosion occurs; instead there isjust a slow combustion reaction or no reaction at all. Thus the explosion can occur only in the presence of anignition source and when the concentration is within theexplosive range of the substances, , between the lowerexplosive limit (LEL) and upper explosive limit (UEL).

5 Theexplosive limits depend on the ambient pressure and thepercentage of oxygen in the air. ATEX DIRECTIVES The European Union, regarding the hazard caused a potentiallyexplosive atmosphere, has adopted two harmonized directiveson health and safety, known as ATEX 94/9/EC (also ATEX 100a,which, as of 20th April 2016, will be replaced by the newdirective 2014/34/UE) and ATEX 99/92/EC (also ATEX 137). TheATEX Directive 94/9/EC sets out the Essential SafetyRequirements for products and protective systems intendedfor use in potentially explosive atmospheres and therespective conformity assessment procedures.

6 The ATEXD irective 99/92/EC, on the other hand, defines minimum healthand safety requirements for workplaces with a potentiallyexplosive atmosphere; in particular, it divides the workplacesinto zones according to the probability of having an explosiveatmosphere and specifies the basic criteria by which theequipment is selected within these zones. The ATEX Directive94/9/EC was implemented in Italy with Legislative Decree126/98 and applies to products placed on the market and/orin service after 1 July 2003. The ATEX Directive 99/92/EC wasimplemented in Italy with Legislative Decree 233/03 and cameinto effect on 10 September 2003.

7 The subsequent LegislativeDecree 81/08 of 9 April 2008 (particularly Title XI- Protectionfrom explosive atmospheres) and its update ( 106/2009of 3/08/09, in effect as of 20 August) have since 233/03. The figure below provides a schematicoverview of the ATEX Directives and their correlation. NEW ATEX DIRECTIVEOn 29th March 2014, the new ATEX directive 2014/34/EUwas published. This new directive repeals, effective as from20th April 2016, the Directive ATEX 94/9 revision does not introduce substantial changescompared to the previous version; however, it pays moreattention to the obligations of the various operators along theproduction chain, such as manufacturers, authorizedrepresentatives, importers and products and equipment placed on the market whichcomplied with the previous directive can continue to bemarketed on EU territory even after the new directive hasbecome effective, provided they conform to the technicalstandards in force at that moment (indicated in thedeclaration of conformity of the product).

8 As from 20th April2016, the declarations of conformity of the products mustobligatorily comply with the new OF THE ATEX GUIDE This document is a simple guide to the ATEX Directives, theirmeaning and how to select the best products suited forexplosion hazard areas. The scope of the Scame guide is tosupport, and not replace, the ATEX Directives by trying toprovide valid information about the primary types ofinstallations on which the ATEX Directives have an impact andinform the installer about the criteria for recognizing, selectingand correctly installing the Scame products and solutionswhose characteristics best suit the environment in question.

ATEX DIRECTIVE 94/9/EC: EQUIPMENT The ATEX Directive has been effective throughout the EuropeanUnion since 1 July 2003, replacing the various existingnational and European legislations regarding explosiveatmospheres; after that date it has been possible to marketonly those products conforming to the directive and suppliedwith the ATEX CE marking and EC declaration of applies to all the electrical and mechanical equipmentintended for use in explosion hazard areas, ranking amongthe directives that allow free trade of the goods and definethe essential safety requirements (ESR) of the equipmentwhich it covers.

10 In particular, the directive defines the productcategories and the characteristics the products must satisfy inorder to be installed in explosion hazard areas. It also describes the procedures that must be followed in orderto obtain conformity. The Directive s field of application also extends to safety, controland regulation devices that are installed outside the potentiallyexplosive area, but on which the safety of the products installedin the explosive atmosphere depend. PRODUCT CLASSIFICATION The directive includes mining and surface installation materialssince the hazard, protective measures and test methods aresimilar for both materials.
