3 Document provides essential guidance forthe maintenance of Motorway and other Trunk Roadtunnels. It is intended as a tool for developing the mostappropriate and sustainable maintenance approach toany road complements the requirements of BD78/99(DMRB ): Design of road Tunnels. The adviceregarding cleaning and maintenance frequencies in thisdocument is based upon more up-to-date information. Itsupersedes advice given in Figure of BD78/99. Inpractice, for a particular tunnel , such frequencies mayneed to be reviewed based on changes to traffic levelsand seasonal variations actually of the document will be of particularinterest to the following parties during the variousstages of a tunnel s tunnel Design and Safety ConsultationGroup (TDSCG) and the Design Organisation(DO) during the planning and design of a new orrefurbished road Managing Agent (MA) and TunnelOperating Authority (TOA) responsible, orplanning to take responsibility, for a road contractors, equipmentmanufacturers and others involved in of document covers general aspects oforganisation and management of maintenance ; detailedaspects of tunnel cleaning, washing, inspection,servicing and testing of equipment, structure and otherelements of road tunnels.

Determining the optimum combinationrequires consideration of whole life costs and levels advice, such as the frequency andnature of maintenance inspections etc, is advice is intended as an initial aid to thedevelopment of the most appropriate maintenanceprocedures to suit the tunnel concerned.

Much of the detailed technical specificationrequirements for road tunnel equipment may be foundin the Standard Performance Specifications forMechanical and Electrical Installations in RoadTunnels, Movable Bridges and Bridge Access Gantries(MCHW ). A separate specification document toadvise on the specific civil engineering requirements ofroad tunnel construction and maintenance is currentlyunder Meetings of the UK road tunnel Operators Forum, organised by the Highways Agency, take placeVolume 3 Section 2 Part 3 BA 72/03 May 20031/2 Chapter 1 Introductionevery six months.

The Design Organisation (DO) is defined inBD78 (DMRB ). The tunnel Design and Safety ConsultationsGroup (TDSCG) is defined in BD78 (DMRB ). The Managing Agent (MA) has replaced the roleof the Maintaining Agent. The MA is defined in BD53(DMRB ). The tunnel Operating Authority (TOA) isdefined in BD78 (DMRB ) and is the bodyresponsible for the operation, inspection andmaintenance of the tunnel , together with the necessarymaintenance plant and The Term maintenance Contractor (TMC) is thecontractor appointed by the Overseeing Organisation tocarry out all maintenance work under supervision bythe The Managing Agent Contractor (MAC) is thecontractor appointed by the Overseeing Organisationwith the combined roles of the MA and The Highways agency Value for Money Manual(VFMM) is a document providing guidance aimed atachieving better value for money in highwayprocurement and This document should be used forthwith on allschemes for the maintenance of tunnels on trunk roads,including motorways currently being prepared,provided that, in the opinion of the OverseeingOrganisation this would not result in significantadditional expense or delay progress.

8 MAs shouldconfirm its application to particular schemes with theOverseeing 3 Section 2 Part 3 BA 72/03 May 20032/1 Chapter 2 Roles and Responsibilities2. ROLES AND Chapter summarises the main roles andresponsibilities of the various stakeholders in thedelivery of safe and effective tunnel maintenance . Seealso BD78 (DMRB )Overseeing Overseeing Organisation is responsible that a TDSCG is established during theplanning and design of a new or refurbishedtunnel, and agreeing its terms of reference; the maintenance of the tunnel throughthe appointment of competent experienced MAsand TMCS with adequate funding and Design and Safety Consultation Group(TDSCG) TDSCG should comprise appropriate levelsof representation from the Overseeing Organisation,DO, Police or other control authority, emergencyservices and the MA. It is responsible the design requirements; Standards of safety, quality andeconomy; basic operation, maintenance andemergency Organisation (DO) DO is, in consultation with the TDSCG,responsible procedures for tunnel commissioning,acceptance inspection and handover; all tunnel documentation needed forthe effective handover of the tunnel to the TOAas described in BD53 (DMRB ), BD78(DMRB ) and MCH that in the case of mechanical and electrical(M&E) plant and systems, much of the detailed designsmay be carried out by the manufacturer who mayspecify particular future maintenance and operationalrequirements.

9 See BD78 (DMRB ).Managing Agent (MA), tunnel Operating Authority(TOA) MA is responsible the TOA (or carrying out thisfunction within its own organisation); a maintenance agreement with theTMC; tunnel maintenance to standardsnormally established in service level agreementsand tunnel documentation. Developing,implementing and periodically reviewingmaintenance strategies to meet these BD78 (DMRB ); tunnel operations; advice and assistance to the police andother emergency services. See BD78 ( ). operating staff of the prospective MA/TOA should be appointed early in the mobilisationprocess and should participate in the TDSCG andVFMM procedures. 10 Thereafter develop and/or maintain,through agreement with OverseeingOrganisation, TMC and the emergency services,appropriate contingency arrangements; with emergency services regarding regulardrills and exercises, and ensure they are familiarwith tunnel equipment and its operation. SeeAppendix F for guidance on emergencyexercises;viii. ensure a complete and up to date set of tunneldocumentation, including the Health and Safetyfile, emergency procedures, operating manuals,etc is available at all times; records of all tunnel maintenance proposals,reports, activities, certificates, etc; the Health and Safety Executive ofrelevant safety delegations and appointments andcorrespond as necessary to comply withRegulations (see Chapter 3); effective and regular communicationswith emergency services, ensuring all partieshave up to date information, relevant telephonecontact numbers, etc; training of staff to ensure their safetyand levels of competency. For appropriate staff,this should include maintaining currency withbest international practice, developments andthinking through attending UK road TunnelOperation Forums, etc;xiii.
