3 Inaddition, within special flood hazard areas, and below theregulatory flood datum, as described in article ten ofsubchapter four of this chapter, mechanical ventilation, airconditioning, and refrigeration systems, and relatedequipment shall meet the requirements of the applicableprovisions of reference standard RS 4-5. [ ] 27-772 Standards. -The provisions ofreference standard RS-13 shall be a part of this Subchapter . [ ] 27-773 Definitions. -For definitions tobe used in the interpretation of this Subchapter , seesubchapter two of this chapter.
4 [ ] 27-774 Plans. -For the requirementsgoverning the filing of plans and the work to be shownon plans, see Subchapter one of this chapter. [ ] 27-775 Permits. -For the requirementsgoverning equipment work permits and equipment usepermits, see Subchapter one of this chapter. [ ] 27-776 General requirements. -(a) Ventilation. -The minimum quantities of air andother requirements for the ventilation of habitable andoccupiable rooms shall be as required by subchaptertwelve of this chapter, and for the ventilation of specialuses and occupancies by subchapters seven and eight ofthis chapter.
5 (b) Noise control. -Noise control requirements formechanical equipment shall be as required by subchaptertwelve of this chapter.(c) Safety. -All systems, equipment, and materialsincluding any devices, apparatus, piping work, sheetmetal work, insulation work, and supports therefor, usedas part of or in connection with installations governedby this Subchapter , shall be designed, installed, located,and operated so that they will not create an immediateor potential danger to life or impair public health orwelfare.
6 No piping of any kind, with the exception ofpiping required or, permitted under subchapterseventeen of this chapter, shall be permitted within astair enclosure. Ducts protected in accordance with therequirements of this Subchapter , which do not reducethe required clearances of a stair enclosure, arepermissible.(d) Openings. -No openings for outdoor exhaust airdischarges, air intakes, or reliefs from equipment shallbe located and constructed so as to:(1) Interfere with the proper functioning of otheropenings in the same Building or in adjoining buildings.
7 (2) Interfere unreasonably with the occupants of the samebuilding or adjoining buildings or with the general public.(3) Create a fire or health hazard. [ ] 27-777 construction, installation, and alteration of systemsfor providing mechanical ventilation, air conditioning, aircooling, air heating, and refrigeration, shall be inaccordance with the following:(a) Air conditioning and ventilating systems for alloccupancies shall be constructed in accordance with theTitle 27 / Subchapter 13296provisions of reference standard RS 13-1.
8 In addition,equipment used for air conditioning systems shall beconstructed, installed and altered in accordance with theprovisions of reference standards RS 13-7 through 13-15. Where any conflicts arise between the electricalprovisions of the foregoing reference standards and theNew York City electrical code , the provisions of thelatter shall govern.(b) Air conditioning systems for one- and two-familydwellings, for one story buildings four thousand squarefeet or less in gross floor area provided ducts do notpenetrate fire divisions, and for buildings classified inmercantile occupancy group C, twenty-five hundredsquare feet or less in gross floor area shall beconstructed and installed in accordance with theprovisions of reference standard RS 13-4.
9 Also seearticle eleven of Subchapter fourteen of this chapter.(c) Exhaust systems for cooking spaces requiringmechanical ventilation in accordance with theprovisions of Subchapter twelve of this chapter, exceptkitchens located within dwelling units, shall be installedas provided in reference standard RS 13-2.(d) Restaurant cooking equipment shall be providedwith a means of ventilating such equipment constructedin accordance with the provisions of reference standardRS 13-3, provided however that restaurant cookingequipment installed for periodic cooking use other thancommercial [sic]
10 Only, in community rooms of multipledwellings, firehouses and other low hazard occupanciesas determined by the commissioner may be providedwith a means of ventilation constructed in accordancewith the provisions of reference standard RS 13-1.(e) Air blower and exhaust systems, where required forthe removal or conveying of dust, vapor, or otherimpurities, shall be installed in accordance with theprovisions of reference standard RS 13-5.(f) Refrigeration systems shall be constructed, installed,and altered in accordance with the provisions ofreference standard RS 13-6.
